OVC seeks field-generated proposals that offer innovative solutions that will increase the service options available to crime victims, expand access for underheard and underrepresented communities, or improve the way information is delivered to crime victims. Applicants will be asked to state the problem they are aiming to solve and present an innovative solution that will generate new or promising practices for the field.

This January marks 20 years of OVC’s anti-trafficking efforts. In recognition of these efforts, OVC has released a Commemoration Guide to support the field in its efforts to raise awareness for human trafficking victims’ rights and services.

The primary goal of this program is to provide grants for state agencies to establish and run state-run hate crime reporting hotlines to facilitate significantly increased reporting of hate crimes data, and to ensure that victims and witnesses are connected to law enforcement and local support services as needed.

The individual who is awarded funding under this program will work to—

  • identify barriers that prevent all victims of crime, including victims of color, from accessing and receiving compensation,
  • improve support and resources for state victim compensation programs, and
  • promote equity in access to and receipt of compensation funding.

OVC FY 2021 National Center for Culturally Responsive Victim Services

Closing Date
The program provides for the development, operation, and management of OVC’s National Center for Culturally Responsive Victim Services. The Center will facilitate the delivery of national-scale, high quality training and technical assistance to increase access to victim services and victim compensation for victims of crime in areas that have been historically underserved, marginalized, and adversely affected by inequality, including communities of color.
