Introduction
The threat of terrorism and mass violence against Americans has increased in recent years in the United States and abroad. The Office for Victims of Crime (OVC), Office of Justice Programs, sponsors programs and initiatives that support victims of domestic and international terrorism as well as victims of such global crimes as child abduction and tourist-related crimes. This fact sheet discusses four of the major programs administered by OVC's Terrorism and International Victim Assistance Services Division. Full Fact Sheet

Antiterrorism and Emergency Assistance Program
Through its Antiterrorism and Emergency Assistance Program (AEAP), OVC offers multiple avenues of assistance to victims and communities facing acts of terrorism and mass violence: crisis response, consequence management, criminal justice support, crime victim compensation, and training and technical assistance. Assistance in each of these areas targets a specific phase in the aftermath of a crisis and is designed to meet the immediate and extended needs of victims and the community.

International Terrorism Victim Expense Reimbursement Program
The International Terrorism Victim Expense Reimbursement Program (ITVERP) was authorized by Congress to reimburse eligible victims of international terrorism that occurs outside the United States for out-of-pocket expenses associated with the crime.

Crime Victim Assistance Emergency Fund
The Crime Victim Assistance Emergency Fund (the Emergency Fund) assists U.S. nationals and U.S. Government employees who become victims of terrorism and mass violence outside of the United States. Support under the Emergency Fund is provided via an interagency agreement with the Federal Bureau of Investigation (FBI).

Victim Reunification Travel Program
The Victim Reunification Travel (VRT) Program provides funding to assist left-behind parents in cases of international child abduction. Support under this program is provided via an intra-agency authorization with the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and an OJJDP grant to the National Center for Missing and Exploited Children (NCMEC).
