The Legal Assistance Network Demonstration Project supports the development of models for networks that collaboratively provide free, comprehensive, holistic legal assistance to victims to address the range of legal needs that may arise in the wake of victimization.

This funding will enable Northeastern University to finalize and deliver an online Vicarious Trauma Toolkit for victim assistance professionals, law enforcement personnel, and other first responders. The Toolkit based on a nationwide comprehensive assessment of policies, practices, procedures, and protocols that demonstrate effectiveness in understanding and addressing vicarious trauma based has been in development and pilot testing for nearly two years. This final funding award will ensure that the Toolkit is successfully delivered to the field.

OVC will make up to two awards of amounts between $1 million and $3 million to develop, enhance, and coordinate programs and activities geared toward improving outcomes for child and youth victims of sex and labor trafficking. The purpose of this grant is to identify a state or federally recognized Indian tribe’s greatest challenge in addressing trafficking of children and youth and to improve jurisdiction-wide coordination and multidisciplinary collaboration to address human trafficking involving children and youth. OVC will make up to three awards up to $450,000 each to eligible applicants whose primary mission is to provide services and assistance to American Indian and Alaska Native (AI/AN) individuals who reside in urban population centers. Award recipients will use their funding to develop their organizational capacity to provide direct services to AI/AN victims of sex trafficking. OVC will make awards under two purpose areas to identify promising multidisciplinary practices in addressing the needs of families and communities in complex homicide cases. Under Purpose Area #1, OVC will make up to six awards of up to $600,000 each to organizations that demonstrate experience in responding to complex homicide cases and have capacity to implement multidisciplinary responses.

OVC will make awards under two purpose areas to develop a special polyvictimization initiative within Family Justice Centers (FJC) and other co-located domestic violence and sexual assault service centers. Under Purpose Area #1, OVC will make up to six awards of up to $666,666 each to demonstration sites to create and offer a specialized polyvictimization screening tool for both adults and children receiving services at the FJC followed by the provision of the wide range of services needed to address a survivor's full history of current and past traumas.

2017 National Crime Victimsâ Rights Week Community Awareness Projects OVC sought applications from organizations to provide financial and technical assistance to approximately 60 communities nationwide to conduct public education and awareness activities on crime victimsâ rights and services in their jurisdictions during the 2017 National Crime Victimsâ Rights Week (NCVRW).

OVC will make awards for up to two cooperative agreements of up to $1.2 million each through which state (including territories and the District of Columbia), tribal, and regional domestic violence coalitions will undertake demonstration projects that encourage their member organizations to make physical and operational changes to facilities and operating practices (e.g., accessible bathrooms, interpreter services, plain language forms, action plans), as well as attitudinal changes through training and mentorship.

OVC will award up to $450,000 to one eligible applicant to provide training and technical assistance to award recipients under the FY 2016 Project Beacon: Increasing Services to American Indian and Alaska Native Victims of Sex Trafficking (Project Beacon) solicitation. OVC will make up to one award of up to $1,500,000 for a national training, technical assistance and network expansion effort that builds upon the existing National Identity Theft Victims Assistance Network (NITVAN) program. Under the Vision 21 NITVAN II solicitation, a national victim-serving organization will be awarded funding to expand the outreach and capacity of the existing ten, previously-funded, NITVAN coalitions with sub-award funding of up to $50,000 each to up to 20 new coalitions in years two and three of the three year program.

OVC will make one award of up to $475,000 for a qualified institution or organization to develop a comprehensive facilitator’s guide for individuals who are interested in starting a self-help support group for American Indian and Alaska Native survivors of homicide; develop and deliver a two-day training curriculum to train peers and mental health professionals on how to use the guide to start and sustain local self-help groups for the target population; and provide ongoing technical assistance to facilitators. The purpose of this project is to fund three MDT coordinators in three different jurisdictions, one of which is in a tribal jurisdiction, who will each form an MDT team (for a total of three MDT teams) to respond to and work with elder victims of crime.
Although multidisciplinary teams (MDTs) have existed in the context of child abuse since the 1980s, the field of elder abuse has not begun using this approach as frequently as the child abuse field. MDTs led by an MDT coordinator could improve older victims' access to victim services and the criminal justice process.

Funding senior legal services programs in five states to provide legal assistance to older victims of crime. Due to the increased number of cases involving older adults, there is a new demand to provide legal assistance to these victims. Many older victims have questions about legal documents they receive in the mail, questions about potential fraud/exploitation committed by family members, caregivers, and even strangers, and/or incidents of abuse.

The Vision 21: Lining Systems of Care for Children and Youth program seeks to address the enduring issue of child and youth victimization by bringing together all of the relevant systems and professionals to establish a coordinated approach. The goal of this coordinated approached is to ensure that every child and youth who interfaces with these systems is assessed for victimization, provided timely and comprehensive services to fully address their needs, and that practices and polies are established to sustain this approach long term.

This solicitation will provide training and technical assistance resources to support state-level demonstration projects to address the enduring issue of child and youth victimization. Victimization, left unaddressed, can have serious, long-lasting consequences for children's physical and mental health. Research demonstrates that trauma left untreated may manifest into a range of physical, emotional, and behavioral problems.

The overarching goal of the Victim Services Language Access Fellowship Program is to develop a strategic initiative to ensure that OVC's products, programs, and services are accessible to all, especially the deaf, hard-of-hearing, and LEP communities. The Fellow will work closely with OVC and make recommendations on how the Office can both improve and integrate Language Access work.

The Supporting Male Survivors of Violence (SMSV) Initiative seeks to improve responses to male survivors of violence, particularly boys and men of color, and their families, and to dedicate technical assistance to support these efforts. This solicitation will be used to provide FY 16 funding to the SMSV technical assistance provider, the Healing Justice Alliance. The additional funding will ensure HJA has the resources necessary to support the 12 demonstration sites participating in this important initiative.

The OVC AI/AN victim assistance program assists communities with developing comprehensive, culturally appropriate victim-centered services, and includes funding to AI/AN communities through both the DOJ Coordinated Tribal Assistance Solicitation (CTAS): Children's Justice Act Partnerships for Indian Communities (CJA) Purpose Area 6 and the Comprehensive Tribal Victim Assistance (CTVA) Program Purpose Area 7, and the OVC Vision 21 Community Wellness Centers.

OVC will award two separate competitive 24-month cooperative agreements of up to $150,000 each to enhance the Victims of Crime Act (VOCA) Victim Assistance toolkit and Victim Compensation guidebook by using field-generated comments and suggestions to shape these two tools to reflect technological changes in the field since their creation and include new regulations, and performance and grant requirements. These tools are invaluable resources for new state VOCA administrators and managers.
