OVC FY 16 Comprehensive Services for Victims of All Forms of Human Trafficking

OVC will make up to 10 awards of up to $750,000 to enhance the quality and quantity of services available to assist victims of all forms of human trafficking by enhancing interagency collaboration and the coordinated community response to victims of human trafficking, and through the provision of high-quality services that address the individual needs of trafficking victims.

The goal of OVC's Services, Support & Justice: A Strategy to Enhance Law Enforcement Response to Victims (ELERV) project is to evaluate the ELERV strategy. Additional FY 2016 funding will be awarded to the grantee so they may continue to provide intensive technical assistance to the three competitively selected law enforcement agencies currently implementing the strategy. Implementation of the ELERV strategy will be evaluated to determine its effectiveness in creating a cultural transformation within the participating law enforcement agencies in their response to victims.

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that it overwhelms the affected jurisdiction’s or program’s ability to respond to the event. This is a restricted solicitation because the program is intended to respond to specific cases of terrorism and mass violence. Only after OVC has consulted with an eligible organization can an application be submitted.

OVC FY 15 Sexual Assault Forensic Medical Examination Telemedicine Center Pilot Project Invitational Letter

The Sexual Assault Forensic Medical Examination Telemedicine Center Pilot Project is a 3 year demonstration project that has created a National TeleNursing Center. It includes funding for four pilot sites (rural, tribal, military, and correctional) that will use the services of the National TeleNursing Center, necessary technology, staffing for the center itself, and a process evaluation. This FY15 continuation award will provide funding to continue and expand the Center’s operations.

Under the 2013 Crime Victim Compensation Program Initiative, OVC sought proposals to provide funding to develop promising practices, models, or programs designed to enhance access and innovation in the administration of crime victim compensation programs at the state level. OVC is currently providing funding to three crime victim compensation programs to develop or enhance innovative strategies to increase program responsiveness, efficiency, and accessibility for all crime victims throughout their states, especially underserved victims.

OVC FY 15 National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators Competitive Solicitation

One discretionary grant of $175,000 will be awarded to plan and administer the 2016 National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators, a 2.5-day conference that will provide training and technical assistance for Victims of Crime Act (VOCA) administrators, staff, and board members; and facilitate a forum for the presentation of state issues and practices.

OVC FY 15 Services for Family Members of Victims of Kidnapping and Hostage Taking and Returned Hostages

One cooperative agreement of up to $200,000 will be awarded to an eligible applicant to identify the needs of families of overseas hostages, kidnapped victims, and returned hostages; and provide information and referral to available services, assistance, and emotional support as they navigate the complex issues that arise in the aftermath of the kidnapping or hostage-taking.

OVC will make one award of up to $2,000,000 to improve access to services for American Indian and Alaska Native (AI/AN) victims of crime by cataloguing existing comprehensive services. Through this project, OVC will support the creation of a user-friendly, state-of-the-art resource that empowers victims to seek comprehensive services; support victim service providers in their efforts to expand their outreach on behalf of victims to ensure services provided reflect the myriad needs of AI/AN crime victims; and provide a clear picture of service gaps for private, federal, and state funders.

The strategy to Enhance Law Enforcement Response to Victims (ELERV) was released in 2009 to provide tools and information to assist law enforcement around the nation to better respond to crime victims’ needs. The ELERV Technical Assistance Project will formally evaluate the ELERV Strategy released in 2009 so that it can be promoted as an evidence-based practice.

OVC FY 15 Vision 21: Building State Technology Capacity Competitive Solicitation

OVC will make several awards of up to $60,000 each to state VOCA compensation programs to build new systems, or modify existing systems, for collecting electronic data; increase the accuracy of their administrative reporting; and satisfy the new OVC reporting requirements. This program is specifically for the improvement of data collection efforts to help increase the accuracy of administrative reporting through the OVC Performance Management Tool. OVC anticipates awarding approximately $2,000,000 to an unspecified number of state applicants in awards of up to $60,000 each.

OVC FY 15 Victim Services Language Access Fellowship Program

OVC will make one award of up to $150,000 to an individual (organizations are not eligible to apply) with the desire, knowledge, and ability to successfully execute the development of a strategic initiative to ensure that all OVC-sponsored products, programs, and services are accessible to all victims; and who have prior experience with language access and victim services initiatives, especially for deaf, hard-of-hearing, and/or Limited English Proficiency (LEP) communities. Those applying are urged to begin in advance of the June 24, 2015, deadline.

OVC FY 15 Vision 21 Victim Assistance Professional Development Fellowship Program: Translation and Dissemination of Statistical Data

OVC estimates that it will make one award of up to $500,000 for a joint fellowship program with BJS focused on the translation and dissemination of statistical data used by the victim service field. The individual awarded funding under this fellowship program will work with both OVC and BJS to improve the synthesis and translation of social science research and statistical findings to inform practice and policies in the victim services field.

OVC FY 15 Supporting Male Survivors of Violence

OVC will make several awards of up to $1,000,000 each to improve responses to male survivors of violence, particularly boys and young men of color, and their families, and to dedicate technical assistance to support these efforts. Under Program Area 1, OVC will make 8 to 12 awards to fund demonstration sites to establish evidence-based models and practices to provide trauma-informed, comprehensive services for male survivors of violence and their families, and supporting policies.
