OVC FY 14 Vision 21 Victim Legal Assistance Networks

OVC will make up to four awards to develop comprehensive, collaborative networks to provide holistic legal assistance to crime victims. Up to three awards of up to $500,000 each will be made to implement comprehensive victim legal assistance networks at a statewide, regional, or local level. Eligible applicants are limited to states that administer Victim of Crime Act (VOCA) victim assistance formula grants. VOCA agencies in states that currently have demonstration sites under the Wraparound Victim Legal Assistance Network Demonstration Project are not eligible to apply.

OVC FY 14 Service, Support and Justice: A Strategy to Enhance Law Enforcement Response to Victims

OVC will make three awards of up to $100,000 each to implement the Enhancing Law Enforcement Response to Victims Strategy (ELERV) to improve agencies’ response to victims of crime, with a strong focus on reaching and serving underserved and unserved victims in the community. In the first phase of this project, successful applicants will conduct a comprehensive needs assessment in their jurisdiction and develop a plan for implementing the ELERV Strategy in the subsequent three project phases.

OVC FY 14 SART Toolkit 2.0

OVC will make one award up to $300,000 to update the SART Toolkit: Resources for Sexual Assault Response Team (SART Toolkit). The purpose of this competitive program is to examine the current SART Toolkit; identify, collect, assess, and vet new materials and resources; and develop the most recent, relevant, and evidence-based information and practices available to the field into a new Toolkit. OVC FY 14 Vision 21: Linking Systems of Care for Children and Youth Technical Assistance Project

OVC will award one cooperative agreement of up to $500,000 to provide training and technical assistance to improve state responses to child and youth victims and their families and caregivers. The award recipient will assist participating state demonstration sites in establishing a network of stakeholders, designing and implementing a gap analysis/needs assessment, and develop a strategy to identify, intervene, and treat child and youth victims across systems. The project will be conducted in two phases. This solicitation is for Phase 1 funding only.

During the Phase 1 planning process, participating states will work with a network of stakeholders to review the existing policies and protocols of the partnering agencies to identify strengths and gaps in services.

OVC will make two awards of up to $250,000 each to enhance public awareness, outreach, and education by developing two distinct mobile applications (apps)—one with a national focus and another with a specific state, tribal, or local jurisdictional focus—to serve crime victims, their families, victim service providers, and allied professionals. These mobile apps will assist the target audience(s) by using technology to efficiently navigate the criminal justice system and to connect end users with victim-centered resources and services.

OVC FY 14 Vision 21: Using Technology to Expand National and International Access to Victim Services

This competitive program will make up to 10 awards of $150,000 to $750,000 each to support projects that propose to use technology creatively to provide outreach and direct assistance to victims, particularly those who have never been served or for whom services are not readily available, nationally and/or internationally (for Americans abroad).

OVC FY 14 Services for Victims of Human Trafficking

OVC will make awards ranging from $200,000 to $500,000 to organizations with a demonstrated history of providing either comprehensive or specialized services for victims of human trafficking within the United States. Funding also will support efforts to increase interagency collaboration and the coordinated community response to victims of human trafficking. OVC intends to dedicate a portion of the funding for specialized services for American Indian and/or Alaskan Native victims of human trafficking. Deadline: May 15, 2014.

OVC FY 14 Victim Assistance Professional Development Program-Vision 21 Legal Assistance Fellowship

This competitive solicitation will fund one fellowship of up to $140,000 to undertake activities on issues emanating from the findings and recommendations in the Vision 21: Transforming Victim Services Final Report. The Vision 21 Legal Assistance Fellow will work on a range of issues and efforts to build capacity for the provision of free legal assistance to victims of crime, and will support OVC’s work to develop evidence-based training, technical assistance, and models for programs and practices that build organizational and service provider capacity in this area.

OVC FY 13 An Evidence-Based Approach to Understanding and Addressing Vicarious Trauma in Victim Assistance Professionals, Law Enforcement Officers and Other First Responders

One cooperative agreement of $1,250,000 will be awarded to support the examination, assessment, identification, and pilot testing of evidence-based policies, practices, procedures, and protocols designed to facilitate an understanding of and comprehensive approach to addressing vicarious (or secondary) traumatic stress in victim assistance professionals, law enforcement personnel, and other first responders who are subject to the impact of traumatic stress due to large-scale incidents of criminal mass violence or a series of exposures to an accumulation of traumatizing incidents.

OVC FY 13 Services for Victims of Human Trafficking

Approximately seven cooperative agreements of up to $400,000 each will be awarded to provide timely, high-quality services to victims of human trafficking as defined by the Trafficking Victims Protection Act of 2000, as amended, and to enhance interagency collaboration and coordination in the provision of services to such victims. Funding will support either a comprehensive array of services for all trafficking victims, or specialized services for trafficking victims.

One cooperative agreement of $750,000 will be awarded to conduct a comprehensive assessment of victim service providers to ascertain their level of awareness and knowledge about the benefits of social science research and program evaluation for their work with victims of crime; paired with an assessment of researchers' interest in, and capacity for, translating their work for a practitioner audience. The results of this project will inform future plans to support improved communication and collaboration between researchers and practitioners.

OVC FY 13 Victim Assistance Professional Development Fellowship Program Vision 21 Fellowships

This competitive solicitation will fund two Vision 21 Fellowships. The Legal Assistance Fellowship will be critical in assisting OVC with any implementation efforts related to support of comprehensive, holistic legal assistance for victims of crime. The Strategic Engagement Fellowship will support OVC's efforts across the framework created by Vision 21 to ensure the field has a deeper understanding and awareness of the key issues and a strategic path for engagement. Up to $135,000 is available for each fellowship, with no more than $95,000 to be allocated for salary.

OVC FY 13 Crime Victim Compensation Program Initiative

Two first-year awards totaling $350,000 will be awarded to develop promising practices, models, or programs designed to enhance the administration of crime victim compensation programs at the state level; and to increase program responsiveness, efficiency, and accessibility for all crime victims throughout the state or territory, especially underserved victims. This is a 3-year project with award amounts in the first year ranging from $25,000-$250,000. Continuation awards for 2 additional years may be made, depending on grantee performance and funding availability.

OVC FY 13 State Victim Assistance Academy (SVAA) Initiative Competitive Solicitation

This grant opportunity offers up to six first-year awards of $35,000 for the development of State Victim Assistance Academies (SVAA) that will provide comprehensive, academically based, fundamental education and training for victim assistance providers, victim advocates, criminal justice personnel, and allied professionals who routinely work with victims of crime. Applicants must demonstrate a commitment from the state Victims of Crime Act (VOCA) victim assistance and compensation program offices to help develop the Academy.

One cooperative agreement of $375,000 will be awarded to support the provision of financial and technical assistance to approximately 60 subgrant recipients of up to $5,000 each to conduct public education and awareness activities on crime victims' rights and services in their jurisdictions during 2014 National Crime Victims' Rights Week (NCVRW). This competitive program will award one cooperative agreement of $350,000 to a nonprofit organization, faith- or community-based organization, or public agency to produce a comprehensive kit that will serve as a resource for the victims' field to support efforts to heighten the public's awareness of crime victim issues during National Crime Victims' Rights Week (NCVRW) in April 2014 and throughout the year. Those applying are urged to begin the application process well in advance of the March 13, 2013 deadline.

OVC FY 13 National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators

One discretionary grant of $150,000 will be awarded to plan and implement the 2014 National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators, a 2 1/2-day conference that will provide training and technical assistance for approximately 250 VOCA administrators, staff, and board members; and facilitate a forum for the presentation of state issues and practices.
