OVC will award up to six cooperative agreements of up to $250,000 each to national organizations to identify and address gaps in services to or awareness of victims who suffer from polyvictimization, and to propose to remedy those gaps through training and/or technical assistance. Also known as multiple victimization or multi-victimization, polyvictimization occurs when an individual experiences multiple kinds of victimization and requires a holistic response.

Two discretionary grants of $750,000 each will be awarded to enhance the capacity of the crime victims field to provide trauma-informed, culturally competent, comprehensive services and support to both adult and child crime victims who experience polyvictimization (also known as multiple victimization or multi-victimization). Applicants must propose to provide enhanced or improved services for these victims through implementation or continuation of a demonstration project developed from a promising practice, model, or program.

One fellowship of up to $135,000 will be awarded to an individual to work onsite in Washington, D.C., to develop or enhance training, technical assistance, public awareness, and capacity-building resources for trafficking victim service professionals, law enforcement, and allied professionals to support the expansion and effectiveness of services for victims of sex trafficking and labor trafficking within the United States (male and female; adult and minor; U.S. citizens, lawful permanent residents, and foreign nationals).

One cooperative agreement of up to $750,000 will be awarded to provide resources and coordination to increase the ability of American Indian and Alaska Native (AI/AN) tribal communities to provide comprehensive and culturally appropriate services to crime victims, their families, and the community.

One cooperative agreement of up to $250,000 will be awarded to identify, examine, and document the characteristics of existing programs that exhibit culturally responsive victim-centered restorative justice practices, with an emphasis on practices implemented in tribal communities and urban inner city communities, and practices involving youth.

One fellowship of up to $135,000 will be awarded to an individual to work onsite at OVC in Washington, D.C., to undertake activities related to financial fraud and abuse, with a specific focus on victims of elder financial exploitation and others whose abuse may be co-occurring with other types of victimization; and to assist OVC in meeting the larger field's need for evidence-based training, technical assistance, and other resources to support the expansion and effectiveness of services to underserved crime victims.

In response to concerns voiced by victim service providers, OVC will support a national initiative to assist the field in becoming more educated consumers of, and contributors to, research and evaluation that can lead to more effective and cost-efficient services for victims of crime. To achieve this goal, OVC will award one cooperative agreement of up to $250,000 for the first 12-month project period to develop and implement national-scope training and technical assistance that can be delivered through interactive online access.

Multiple cooperative agreements of $200,000 to $400,000 will be awarded to victim service organizations to provide timely, high-quality services to victims of human trafficking as defined by the Trafficking Victims Protection Act of 2000, as amended, and to enhance interagency collaboration and coordination in the provision of services to such victims.

This grant opportunity offers up to six first-year awards of $35,000 for the development of State Victim Assistance Academies (SVAA) that will provide comprehensive, academically based, fundamental education and training for victim assistance providers, victim advocates, criminal justice personnel, and allied professionals who routinely work with victims of crime. Applicants must demonstrate a commitment from the state Victims of Crime Act (VOCA) victim assistance and compensation program offices to help develop the Academy.

Multiple discretionary grants of $200,000 to $400,000 will be awarded to victim service organizations to provide timely, high-quality services to victims of human trafficking as defined by the Trafficking Victims Protection Act of 2000, as amended, and to enhance interagency collaboration and coordination in the provision of services to such victims.

Discretionary grants ranging from $150,000 to $300,000 (depending on the focus area) will be awarded to develop or enhance training, technical assistance, promising practices, models, and programs that are national in scope and that either address gaps in the field in the areas of training and technical assistance or develop promising practices, models, or programs through demonstration projects.

One fellowship of up to $135,000 will be awarded to conduct an analysis of existing data regarding services available to underserved crime victims in order to identify trends and explore ways to capture information about services to these victims; and to analyze the overall effectiveness of state Victims of Crime Act (VOCA) programs or construct a framework to analyze state VOCA programs.

Three awards of up to $108,000 each will be awarded to federally recognized Indian tribal governments and American Indian and Alaska Native (AI/AN) organizations to enhance AI/AN communities’ capacity to provide effective and sustainable high-quality, victim-centered, multidisciplinary services and support for adult and child victims of sexual assault, and to ensure conformance to the Victims of Crime Act. Funding will be awarded to three diverse sites—one that is under the jurisdiction of Public Law 280, one that is not under the jurisdiction of Public Law 280, and an Alaska Native Village.

One cooperative agreement of up to $250,000 will be awarded to a nonprofit organization to support three diverse American Indian and Alaska Native (AI/AIN) communities in conducting a comprehensive community needs assessment and developing a strategic plan that will enhance and build a sustainable, culturally relevant, victim-centered SANE-SART project; and to support the development and implementation of a National AI/AN SANE-SART Strategy.

One discretionary grant of $150,000 will be awarded to plan and implement the VOCA National Joint Training Conference, a 2 ½-day training conference for approximately 300 VOCA victim assistance and compensation administrators and staff that will be held in 2012. The conference will employ lectures, panels, workshops, and forums to explore ways to improve the delivery of crime victim services; provide an opportunity for VOCA administrators to exchange information, views, and best practices; and provide training and technical assistance on effective program operations.

One cooperative agreement of up to $175,000 will be awarded to support OVC and DOJ's Alaska Native Action Team in improving the quality of life for Alaska Natives (AN) in rural and remote villages, with a focus on leveraging and facilitating access to public and private programs and services to victims of crime in these remote communities, with an emphasis on coordinating and communicating with key federal, state, and victim service stakeholders.

One cooperative agreement of $375,000 will be awarded to support the provision of financial and technical assistance to approximately 60 subgrant recipients of up to $5,000 each to conduct public education and awareness activities on crime victims' rights and services in their jurisdictions during 2012 National Crime Victims' Rights Week (NCVRW). One cooperative agreement of up to $600,000 will be awarded to assist OVC in planning and implementing the 13th National Indian Nations Conference: Justice for Victims of Crime, which will take place in 2012. The goal of the 3-day conference is to provide timely training, best practices, and resources to increase and enhance the capacity of victim service providers, criminal justice professionals, and other allied professionals to improve their response to the needs of American Indian and Alaska Native crime victims.

This competitive program will award one cooperative agreement of $360,000 to a nonprofit organization, faith- or community-based organization, or a public agency to produce a comprehensive kit that will serve as a resource for the victims' field to support efforts to heighten the public's awareness of crime victim issues during National Crime Victims' Rights Week (NCVRW) in April 2012 and throughout the year.
