OVC FY 2021 Services for Minor Victims of Labor Trafficking

The purpose of this program is to develop, expand, or strengthen victim service programs for minor victims of labor trafficking, whose victimization occurred when they were under the age of 18. Organizations funded under this program will provide (directly and through partnerships) services that minor victims of labor trafficking often require to address their needs for safety, security, and healing.

OVC FY 2021 Housing Assistance Grants for Victims of Human Trafficking

The goal of this program is to provide safe, stable housing and appropriate services to victims of human trafficking.

The program will support—

  1. transitional housing, including funding for the operating expenses of a newly developed or existing transitional housing program; and
  2. short-term housing assistance, including rental or utilities payment assistance and assistance with related expenses.

Projects must also include support services designed to enable victims of human trafficking and any dependents to locate and secure permanent housing, find employment, and integrate into a community.

OVC FY 2021 Enhancing Juvenile and Family Court Responses to Human Trafficking

The goals of this program are to develop or enhance programs to provide direct services and diversion programs for youth in contact with the juvenile and family court systems who are victims of sex and/or labor trafficking or at risk for human trafficking. OVC FY 2021 Training and Technical Assistance for Human Trafficking Service Providers

This program provides funding for training and technical assistance to service providers developing, strengthening, or expanding programs for victims of human trafficking. The purpose of this program is to—

  1. support OVC’s human trafficking service provider grantees and their partners in meeting award goals and objectives; and
  2. provide practitioner-driven, evidence-based training and technical assistance on delivering services to victim service providers.

OVC FY 2020 Antiterrorism and Emergency Assistance Program (AEAP) for Crime Victim Compensation and Assistance

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of domestic terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that the jurisdiction cannot provide needed services to victims of the incident with existing resources and it places an undue financial hardship on the jurisdiction’s ability to respond to victims of other crimes in a timely and comprehensive manner.

This is not a competitive solicitation. Only after OVC has consulted with an eligible organization can an application be submitted.

OVC FY 2020 Enhancing Community Responses to the Opioid Crisis: Serving Our Youngest Crime Victims TTA Invitation to Apply

OVC is seeking applications to support crime victims and to enhance community-driven responses to the current opioid crisis. The applicants will continue to develop and activate plans to support the applicant funded under the Enhancing Community Responses to the Opioid Crisis: Serving Our Youngest Crime Victims solicitation on a national scale, to equip and support the community-based programs as they develop new initiatives or enhance existing efforts.

The purpose of this solicitation is to address an urgent gap in crime victim services related to the opioid epidemic and to expand upon existing or establish new programs to provide services to children and youth who are victimized as the result of the opioid crisis. OVC anticipates that this solicitation will support service providers in expanding their current scope and expertise to ensure that children and youth, the most vulnerable victims impacted by the opioid crisis, are supported as they heal from the impact of crime and substance abuse.

Through the Tribal Set-Aside Training and Technical Assistance (TTA) Program, the Office for Victims of Crime (OVC) will provide resources and coordination to increase AI/AN tribal communities' ability to provide comprehensive and culturally appropriate services to crime victims, their families, and the community. OVC FY 2020 Mass Violence and Victimization Resource Center (MV Center) Invitation to Apply

Under the FY 2020 National Mass Violence Victimization Resource Center solicitation, Medical University of South Carolina (MUSC) will maintain and build upon work and concepts developed under the FY 2017 award including continuing to partner with stakeholders to learn about best practices. Education, training, and resources will be further developed, implemented, and provided to the appropriate audiences.

OVC FY 2020 Law Enforcement-Based Direct Victim Services and Technical Assistance Program Invitation to Apply

Funding under this award will support the provision of technical assistance(e.g., through the use of webinars, publications, videos, in-service training modules, toolkits, best practice materials, and sample policies), for law enforcement agencies funded under the Law Enforcement-Based Direct Victim Services and Technical Assistance Program (LEV Program) to enhance trauma-informed, victim-centered services. The TA component is also intended to assist grantees with the development or enhancement of LEV Program protocols and guidelines.

OVC FY 2020 VOCA Victim Compensation

Under this formula grant program, OVC will award each eligible state victim compensation program an annual grant equal to 60 percent of the amount the program awarded in state-funded victim compensation payments during the fiscal year 2 years prior to the present fiscal year, other than amounts awarded for property damage. The primary purpose of these grants is to supplement state efforts to provide financial compensation to crime victims throughout the Nation for costs resulting from crime, and to encourage victim cooperation and participation in the criminal justice system.

OVC FY 2020 VOCA Victim Assistance

Under this formula grant program, OVC will award each eligible state victim assistance program an annual grant to support eligible crime victim assistance programs in that state or territory. Funds under this program shall be used by states and territories to support eligible crime victim assistance programs that provide direct services to crime victims with the following exception: states and territories may retain up to 5 percent of their total grant for administrative and training purposes.

OVC FY 2020 Targeted Training and Technical Assistance for VOCA Victim Assistance and Compensation Administrators

The goal of this project is to provide peer-to-peer training and support on federal grants management and administration for Victims of Crime Act (VOCA) Victim Assistance and Compensation Administrators and VOCA victim assistance subgrantees. The objective of this peer-to-peer training is to enhance support to VOCA Victim Assistance Administrators (and their subgrantees) and Compensation Administrators to more closely align these training and assistance services with the needs and demands of VOCA administrators.

OVC FY 2020 Services for Minor Victims of Sex Trafficking

This program is designed to develop, expand, and strengthen assistance programs for minor victims of sex trafficking. The objective in providing these services is to achieve increased safety, self-sufficiency, and well-being for minor victims of sex trafficking. OVC anticipates making four awards of up to $2 million for a 12-month period of performance, to begin on January 1, 2021. Grants may be renewed for up to three additional 1-year periods, for a total of 4 years. Apply by Friday, May 29, 2020.

The overarching goal of this program is to enhance the victim service field's response to victims of human trafficking in the key areas of employment and education. The objectives are to improve the quality and quantity of employment and education services offered to trafficking survivors by increasing capacity of victim service providers nationwide through TTA; and to improve victim service providers' partnerships at the national, state, and local level with relevant employment and education stakeholders.

OVC FY 2020 Developing Future Victim Specialists to Serve American Indian/Alaska Native Victims of Crime

This program will develop a workforce of direct victim service providers to American Indian and Alaska Native victims in hard-to-staff positions and locations. By identifying and training prospective victim service professionals in, or from, the communities to be served, tribal and Bureau of Indian Affairs’ victim service programs will be better able to fill direct victim service positions in remote Indian Country and Alaska Native locations, and in turn ensure that victims in these locations get the services they need.

OVC FY 2020 Improving Community Preparedness to Assist Victims of Mass Violence or Domestic Terrorism: Training and Technical Assistance Project

This project will provide training, technical assistance, and support to enable communities to augment their existing emergency response plans to ensure that they include effective protocols and strategies to address the immediate and long-term needs of victims, families, first responders, and communities after criminal mass violence or domestic terrorism incidents.

OVC FY 2020 National Center for Missing and Exploited Children Victim Reunification Travel Program - Invitation to Apply

The Department of Justice has a cooperative agreement with the National Center for Missing and Exploited Children (NCMEC) to track children kidnapped by their non-custodial parent and taken across international borders and to assist the left-behind parents obtain lawful custody under the Hague Convention on the Civil Aspects of Child Abduction. To assist in this effort, OVC provides funding to NCMEC to assist left-behind parents with inadequate resources in traveling abroad to participate in Hague hearings and/or accompany their children back to the United States.
