Grants Accounting Manager

Heather Brack works as a Grant Accounting Manager with NCJA, supporting the OVC VOCA Center and Byrne JAG Training and Technical Assistance Team. Ms. Brack uses her financial and administrative experience to design and monitor accounting systems, oversee budgets, and manage our work with contracts and subaward agreements to help NCJA provide the training and promote high-quality, evidence-based practice with our national, state, and local partners. Ms. Brack also works to train SAAs and their staff generally accepted accounting principles and best practices for financial aspects of grant administration, overseeing and assisting with fieldwork during independent agency audits, federal site visits and audits performed by the Office of the Inspector General. Ms. Brack brings over eight years of grant management experience including work in victim services and local law enforcement.

Prior to joining NCJA, Ms. Brack was the Planning and Research Manager for the Johnson City Police Department in Johnson City, TN. Acting as a civilian member of the Police Department Heather worked to facilitate grant management and administration, grant and organizational budgets, strategic planning, community engagement, and served as the Public Information Officer. Prior to working as the Planning and Research Manager, Ms. Brack was the Director of the Johnson City / Washington County Family Justice Center. She was responsible for managing and executing grants to create partnerships, strategic planning, identification of gaps in services, and managed a staff of providers within a Family Justice Center to serve victims of domestic violence, sexual assault, human trafficking, and elder abuse.
