Description of original award (Fiscal Year 2022, $3,077,347)
In the past five years, Texas has experienced numerous mass shootings, leaving dozens of people dead, many more physically injured, and thousands psychologically affected. This includes the two Texas shootings that occurred in El Paso (August 3, 2019) and Midland-Odessa (August 31, 2019). This proposal seeks emergency assistance for victims of both events. The State of Texas, Office of the Governor, Public Safety Office (PSO) is submitting a combined Antiterrorism and Emergency Assistance Program (AEAP) grant proposal for both incidents because they occurred within a few weeks of each other, and state resources supported both tragedies. The proposal will first provide a problem statement including a description of applicant’s role, description of victim needs, the amount of request and description of services for the El Paso shooting. The same will then be provided for the Midland-Odessa incident. Subsequently, information will be conveyed jointly regarding Crime Victim Compensation, program implementation, capabilities and competencies and a data collection plan.
