Description of original award (Fiscal Year 2018, $1,250,000)
The Office for Victims of Crime is committed to enhancing the nations capacity to assist crime victims and provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime.
Funding under this award will support the provision of technical assistance(e.g., through the use of webinars, publications, videos, in-service training modules, toolkits, best practice materials, and sample policies), for law enforcement agencies funded under the FY 2018 Law Enforcement-Based Direct Victim Services and Technical Assistance Program (LEV Program) to enhance trauma-informed, victim-centered services. The TA component is also intended to assist grantees with the development or enhancement of LEV Program protocols and guidelines.
With this award, the International Association of Chiefs of Police (IACP), in partnership with the National Crime Victim Law Institute, University of Texas Institute on Domestic Violence and Sexual Assault, and Unified Solutions Tribal Community Development Group, Inc., will create four Technical Assistance Tracks to address the collective needs of the Law-Enforcement-Based Direct Victims Services (LEV) direct service programs funded under Purpose Area 1 that fall into 4 categories: 1) New Programs; 2) Enhanced ProgramsExpansion of Victimization Service Provision; 3) Enhanced ProgramsExpansion of Service Delivery Mode; and 4) Tribal Programs Implementation and Enhancement. The support for sites will be maximized through virtual coordination and training. In addition, IACP will provide 8 LEV Purpose Area 1 Grantees with in-person site visits to augment virtual training assistance efforts. In addition, IACP will develop individualized Technical Assistance Plans and provide regular support through virtual trainings and meetings for each of the funded grantees. Through the comprehensive review of gathered material and the production of periodic topic-specific resources, IACP will create two comprehensive companion guides. Additionally, IACP will develop and disseminate topic-specific resources (based on the collected and reviewed material) every 6 months in collaboration with project partners. Each LEV grantee will have a Victims Rights Jurisdiction Profile developed and distilled into QuickSheets that will allow for quick understanding of the grantees particular legal landscapes and how victims rights law impacts law enforcements work. Through collaboration with project partners, regular feedback on the process of delivering and receiving technical assistance will be incorporated into this national TA project.
Conference Activity Description: Any training costs included in the budget of the recommended application are part of the technical assistance to be provided as outlined in the funding application. OJP Cost Conference Approval processed will be followed when applicable, as detailed in the solicitation.
