Description of original award (Fiscal Year 2019, $186,045)

The purpose of this award, funded under the OVC FY 2019 Law Enforcement-Based Victim Specialist Program, is to develop or enhance crime victim specialist programs within law enforcement agencies to better support victims through the criminal justice process including connecting them with community-based direct victim services programs to more quickly and more effectively serve them.

Salt Lake City will enhance its existing Victim Advocate Program and pilot a new delivery method for its advocacy services. The department will hire a full-time victim advocate to focus on cold case advocacy to be embedded within the Special Victims Unit (SVU). The advocate will specialize in cold case re-traumatization, specifically sexual assault cold case re-traumatization, and connect survivors to coordinated and trauma-informed services. The project will be implemented and managed by two teams: a project team and a support team. A leadership team and executive staff will oversee the project. This combination of staff has the demonstrable experience to not only implement the proposed project, but to ensure it does so with sound financial management and administrative oversight. Though this project, the teams will coordinate with established community partners for victim service referrals, deliverable or final product review, evaluation surveys, or other project collaboration efforts.
