Description of original award (Fiscal Year 2019, $500,000)

Under the FY 2018 Integrated Services for Minor Victims of Trafficking program, all grantees are required to serve all minor victims (boys and girls under age 18) of all forms of human trafficking (sex and labor). The grantee will work with OVC Program Managers and Training and Technical Assistance Providers to ensure all victims are served. The STARS (Striving Together, Achieving and Reaching for Success) Program will provide services to minor victims of trafficking including mobile outreach, advocacy, and intensive case management, along with education and support to their safe support network and key entities, including parents, hotels, and youth homelessness outreach workers in San Diego County. The project will integrate a social media campaign to combat online recruitment and stigma; also a trafficking screening through the SDYS youth homelessness “Eco System” web-based application. The project will employ an extensive collaborative network to refer labor trafficking survivors and sex trafficking survivors outside of the target age range to services through: North County Lifeline; La Maestra Community Health Centers; Bilateral Safety Corridor Coalition; Legal Aid Society, among others.
