Description of original award (Fiscal Year 2019, $500,000)
OVCs mission is to enhance the nations capacity to assist crime victims and provide leadership in changing policies and practices to promote justice and healing for all victims of crime. OVC achieves this mission, in part, by administering discretionary award programs supported by the federal Crime Victims Fund to develop innovative training and technical assistance, and to provide direct services to improve the overall quality of victim assistance. The purpose of this solicitation is to address an urgent gap in crime victim services related to the opioid epidemic and to expand upon existing or establish new programs to provide services to children and youth who are victimized as the result of the opioid crisis. Projects selected under this solicitation will support service providers in expanding their current scope and expertise to ensure that children and youththe most vulnerable victims impacted by the opioid crisisare supported as they heal from the impact of crime and substance abuse.
With this award, the Modoc Tribe of Oklahoma will enhance and promote mental health access for youth in the rural service-treatment area who have been victimized or are suffering as a result of opioid crimes or abuses by implementing evidence-based practices in behavioral health intervention services for families, and leadership will continue to evaluate and adjust the program to effectively serve youth. The Modoc Tribe will establish and operate a transportation service, telehealth system, and counseling services as part of a comprehensive treatment for patients affected by substance-related crimes, abuses, and associated mental illnesses at the rural-based Lost River Treatment Center. The desired outcomes include an increase in the number of youths who have been victimized by substance-related crimes or abuses receiving quality mental health care. The immediate county of service provided impact is Ottawa, Oklahoma, with the adjacent counties of Delaware, Craig, Mayes and Cherokee; Cherokee, Kansas; Jasper, McDonald and Newton Counties in Missouri; and Benton County, Arkansas.
