OVCs mission is to enhance the nations capacity to assist crime victims and provide leadership in changing policies and practices to promote justice and healing for all victims of crime. OVC achieves this mission, in part, by administering award programs supported by the federal Crime Victims Fund (CVF) to develop innovative training and technical assistance, and to provide direct services to improve the overall quality of victim assistance.
The overall goal of the Fiscal Year 2019 Tribal Victim Services Set-Aside Program is to provide support to tribal communities to improve services for victims of crime. Under the solicitation, OVC solicited applications for funding to support a comprehensive range of activities including needs assessment, strategic planning, program development and implementation, program expansion, and other activities needed to address the needs of a wide variety of crime victims in tribal communities.
Under Purpose Area 1: Establishment of a New Victim Service Program, the Lower Brule Tribe will provide direct services to victims of domestic abuse and sexual assault in a culturally appropriate manner: (1) purchase a Mobile home to be used for an Emergency Domestic Violence and Sexual Assault Shelter and a Tribal Victims Services Program. (2) track and report the rates of domestic violence and sexual assaults against women living on the Lower Brule Sioux Tribe. (3) provide dependable transportation to victims of domestic violence, family violence, elderly abuse and sexual assault during times of crisis.(4) create and implement an informal collaborative agreement between non-tribal victims services agencies and the Lower Brule Sioux Tribes Victims Service Program. (5) provide culturally specific trauma informed training to paraprofessionals working with victims and (6) identify, develop and implement local resources to women and their children in crisis.
