Description of original award (Fiscal Year 2020, $472,722)

The goal of the FY 2020 Housing Assistance Grants for Victims of Human Trafficking Program is to support housing assistance for victims of all forms of human trafficking throughout the United States, as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended. Funding through this solicitation supports programs that provide 6 to 24 months of transitional housing with support services to victims of human trafficking who are in need of housing as a result of human trafficking. Funding will be provided over a three-year project period. Friends of the Family (FOF), a non-profit housing and victim services agency in Northeast Iowa, will implement Home Free, a short-medium term, low barrier housing project for trafficking survivors. The program is a 24-month scattered site, client choice rapid re-housing model that offers a rental subsidy for survivors of labor or sex trafficking. Permanent housing placement and voluntary community-based case management services will be offered throughout the service area, specifically to Allamakee, Benton, Black Hawk, Buchanan, Bremer, Clayton, Chickasaw, Delaware, Dubuque, Fayette, Howard, Jones, Linn, and Winneshiek Counties. Home Free will have 10 program spots available and is projecting service provision to 54 survivors over the 3-year project. CA/NCF
