The goal of the FY 2020 Housing Assistance Grants for Victims of Human Trafficking Program is to support housing assistance for victims of all forms of human trafficking throughout the United States, as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended. Funding through this solicitation supports programs that provide 6 to 24 months of transitional housing with support services to victims of human trafficking who are in need of housing as a result of human trafficking. Funding will be provided over a three-year project period. The Salvation Army (TSA) Western Pennsylvania (WPA) Division will serve victims of human trafficking in the 28 counties served by TSA WPA. This project will provide victims in Western Pennsylvania with transitional and short-term housing assistance and workforce development services. TSA WPA will secure transitional housing for clients and offer short-term rental assistance using many aspects of the Scattered Site Housing Model. TSA WPA will locate, rent and operate multiple housing units that are dispersed among properties. By using the Scattered-Site Housing model, TSA WPA will be able to assist clients in finding housing in the general community, which may be one of the more important steps toward self-sufficiency and independence.
