The goal of the FY 2020 Housing Assistance Grants for Victims of Human Trafficking Program is to support housing assistance for victims of all forms of human trafficking throughout the United States, as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended. Funding through this solicitation supports programs that provide 6 to 24 months of transitional housing with support services to victims of human trafficking who are in need of housing as a result of human trafficking. Funding will be provided over a three-year project period. Newcap operates in a 10-county service area – Brown, Florence, Forest, Langlade, Marinette, Menominee, Oconto, Oneida, Shawano and Vilas Counties in Wisconsin. This project will support any individual or family that is a victim of human trafficking which means anyone that is involved in sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery in any of the above mentioned counties. The program will be implemented using Rapid Re-Housing program model following the Housing First approach. This Rapid Re-Housing program will provide short-term rental assistance and services, with up to 6 months of follow-up services offered when rental assistance terminates. The program goal is to house 13 trafficking victims during the performance period. Newcap will also collaborate with The Sexual Assault Center and Eye Heart World to provide all aspects of case management to ensure safety and housing stability to include, but not limited to budgeting, daily living skills, safety planning, landlord relationships, workforce development, childcare, etc. CA/NCF
