The purpose of this solicitation is to deliver a wide range of TTA services to local, state, and tribal jurisdictions, service providers receiving funding under the Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking Program, and others as identified by OJP. The ICF/IACP team will mentor and assist current and future OIP-funded anti trafficking task forces (TFs) on the core elements of a high-functioning ECM TF approach to include: mission and leadership, collaboration, capacity building, defined roles and responsibilities, data collection and information sharing, protocols, and sustainability. ICF and IACP will:assess strengths and challenges faced by HT ECM TF grantees; provide HT ECM TF grantees with well-matched peer liaisons; use the accumulated tools and experiences of ICF, IACP, federal agencies, and the field to strengthen and solidify TF operations; convene in-person and virtual meetings to further practice expertise; continually assess successes and opportunities for improvement, adjusting strategies as appropriate.
