The purpose of this program is to develop, expand, or strengthen victim service programs for victims of human trafficking, to include enhancing the capacity of law enforcement and other stakeholders to identify victims and provide justice for those victims through the investigation and prosecution of their traffickers. This award made to City of San Antonio Police Department is funded under FY 2020 Enhanced Collaborative Model Task Force to Combat Human Trafficking which is designed to The South Texas Officers and Prosecutors (STOP) Task Force proposes to continue its counter trafficking task force operations in the 12-county greater San Antonio, Texas region, under Purpose Area 2 of this solicitation. The STOP Task Force has 4 goals: 1) increase the community’s identification of survivors of all forms of trafficking; 2) enhance all area partners’ capacity to serve survivors; 3) develop and execute task force protocols; and 4) increase arrests and prosecutions. Activities include the engagement of advisors with lived experience, the use of research-backed public health strategies to increase identification, a gap analysis and community action plan, the provision of funds and technical assistance to improve law enforcement and providers’ capacity to serve survivors, regional coordination, expanded partnerships, and proactive investigation.
