Herman Millholland is an independent consultant with more than 22 years of comprehensive management experience specializing in criminal justice and victim services initiatives. Over his vast career, Mr. Millholland was Director of the Crime Victim Services Division in the Texas Attorney General’s Office, where he served as a senior policy advisor to the Texas Attorney General on criminal justice and victim service issues.

He began his career as a Budget Analyst with the Los Angeles District Attorney’s Office, where he worked for over 27 years. Mr. Millholland advanced to become the Director of the Victim-Witness Assistance Program, where he supervised a team of advocates providing victim-witness assistance support to thousands of crime victims, including many of the most high-profile cases, while ensuring that all victims received fairness, dignity, and respect.

Mr. Millholland also served as the Texas State Victims of Crime Act Administrator for the crime victim compensation program. While there, he reorganized the claims processing system into a document imaging and workflow technology system to process the $52 million in annual fund payments. Other programs replicated the system in their states.

As a consultant and national victim advocate, Mr. Millholland uses his strategic planning, financial management, board and fund development, and training and technical assistance experience to provide guidance and advice on public policy matters. He’s worked with community and systems-based organizations; federal, state, and local governments; and nonprofit, grassroots, and for-profit organizations looking to advance the rights and improve services to survivors of family violence, sexual assault, and stalking.

He took a leading consultant role in developing OVC’s Mass Violence toolkit, “Helping Victims of Mass Violence & Terrorism; Planning, Response, Recovery and Resources.” He has served as a subject matter expert and consultant to the Medical University of South Carolina and the National Mass Violence Victimization Resource Center. He is also a consultant subject matter expert and project manager for the Environmental Protection Agency and U.S. Department of Justice, Environment and Natural Resources Division project.

Mr. Millholland currently serves on the board of directors of End Violence Against Women International. Mr. Millholland has received a number of awards for his efforts including the Congressional Victims’ Rights Caucus 2010 “Ed Stout Memorial Award for Outstanding Victim Advocacy,” the Texas Court Appointed Special Advocate 2010 “Hero for Kids Award,” and the EVAWI President’s Award, 2014-2017.
