Exhibit 5: Applications Received by ITVERP.

Applications Received by ITVERP. This bar graph shows the number of applications received during the past four reporting periods. From September 2006 to August 2007, 24 applications were received; from September 2007 to August 2008, 18 applications were received; from September 2008 to August 2009, 55 applications were received; and from September 2009 to August 2010, 90 applications were received.

Exhibit 6: Status of ITVERP Claims (as of August 2010).

Status of ITVERP Claims. This pie chart shows the status of claims at the end of the reporting period—115 claims were active, 35 claims were paid, 20 claims were denied, and 14 claimants were unresponsive.

Exhibit 7: Average Length of Time To Process ITVERP Claims.

Average Length of Time To Process ITVERP Claims. This table shows the average length of time to process claims during the reporting period, based on the status of the claims. Paid claims took an average of 367 days. (Partially paid claims are not included in this calculation as some expenses for these claims are still in the review process.) Denied claims took an average of 111 days.

Exhibit 8: Average Time Spent Processing ITVERP Paid and Denied Claims.

The first pie chart shows how, on average, time for paid claims was expended on each step in the application process. For all paid claims, 29 percent of the time was used to complete the application, 24 percent was used by FBI and NSD to determine eligibility, 28 percent was for ITVERP and providers to verify expenses, and 19 percent was time for the claimant to complete the application.

The second pie chart shows how, on average, time for denied claims was expended on each step in the application process. For all denied claims, 45 percent of time was used for ITVERP, OVC, and OGC to review claims and clarify policy implications, 13 percent was used for incident designation, and 42 percent was used for OVC recommendation review.

Exhibit 9: Type of Reimbursement Request, by Expense Category.

Type of Reimbursement Request by Expense Category. This bar graph shows the number of reimbursements requested, by category. During the reporting period, there were 36 reimbursement requests for medical expenses reimbursement, 24 reimbursement requests for mental health expenses, 50 reimbursement requests for property loss expenses, 28 reimbursement requests for funeral and burial expenses, and 50 reimbursement requests for miscellaneous expenses.

Exhibit 10: Percentage of Reimbursements Paid by Expense Category.

Number of Reimbursements Paid by Expense Category. This bar graph shows the percentage of all reimbursements paid to each expense category. During the reporting period, 52 percent of reimbursement requests were for medical expenses, 5 percent of reimbursement requests were for mental health expenses, 10 percent of reimbursement requests were for property loss expenses, 24 percent of reimbursement requests were for funeral and burial expenses, and 9 percent of reimbursement requests were for miscellaneous expenses.

Exhibit 11: Estimated Future Liability of ITVERP.

Estimated Future Liability of ITVERP. This bar graph shows ITVERP’s estimated future liability, by type of reimbursement. ITVERP’s estimated future liability comprises $586,329 in medical expenses, $138,146 in mental health expenses, $289,977 in funeral and burial expenses, $457,480 in property loss expenses, and $219,927 in miscellaneous expenses.
