The Office for Victims of Crime (OVC) is providing funds to Parents of Murdered Children to serve as a conduit of the OVC's Helping Outreach Programs to Expand I initiative. This initiative provides funding to faith- and community-based, grassroots organizations to support program development efforts such as training, volunteer recruitment and retention, printing, and dissemination of information materials. This initiative also fosters the development of "grassroots" victim service providers to expand both public visibility and outreach to victims thereby increasing the number of service providers to all victims.
