This fact sheet presents information about the Scott Campbell, Stephanie Roper, Wendy Preston, Louarna Gillis, and Nila Lynn Crime Victims’ Rights Act, a component of the Justice for All Act of 2004.
Abstract
This fact sheet describes the 2004 Act (H.R. 5107, Public Law 108-405) signed into law by President George W. Bush. The Act seeks to protect crime victims' rights, eliminate the substantial backlog of DNA samples collected from crime scenes and convicted offenders, and improve and expand the DNA testing capacity of crime laboratories.
