Description of original award (Fiscal Year 2024, $950,000)
With funding through the OVC 2024 Integrated Services for Minor Victims of Human Trafficking, PREBLE STREET located in Southern Maine proposes a project titled “PRISM (Providing Responsive Integrated Services for Minors”. The primary purpose is to enhance access to comprehensive case management and diverse services that minor victims of labor and sex trafficking require to ensure their safety, security, and healing and to prevent them from being directed to or involved in the juvenile justice system. The primary activities are to (1) Provide services to meet the individualized needs of minor victims of sex and labor trafficking in Cumberland, York, Sagadahoc, and Androscoggin counties in Maine; (2) Collaborate with local partners to ensure minor victims of sex and labor trafficking are properly identified, responded to, and provided with appropriate services; (3) Establish community-based interventions through community outreach and education to develop a continuum of care that addresses the specific needs of each victim; (4) Provide other essential services for minor victims of sex and labor trafficking (either directly or through referrals), including emergency interventions and long-term interventions; and (5) Collect data and participate in assessment activities to determine if the program is meeting stated goals and objectives. The expected outcomes are to serve 75 minor victims of trafficking over a three-year period. The geographic service area are Maine counties of Cumberland, York, Androscoggin, and Sagadahoc with a target audience of minor victims of human trafficking, including foreign national minors, minors at risk of or currently involved in the JJ system, male MVOTs, and LGBTQIA+ minors. This funding will support one subrecipient, Spurwink, to continue funding Maine’s only Commercial Sexual Exploitation of Children Coordinator and critical partner for service provision, as well as one contractor, Nuna Gleason, who will conduct targeted outreach and facilitate groups for foreign national minors and provide expertise on improving service delivery for marginalized communities.
