In 2003, the Prison Rape Elimination Act (PREA) was passed with the objective of eliminating prison rape. In 2012, the U.S. Department of Justice released the Prison Rape Elimination Act final rule. One of the requirements under the PREA Rule is that correctional agencies must attempt to make available to incarcerated survivors an advocate from a rape crisis center. The OVC FY 2016 Building and Enhancing Partnerships to Support Incarcerated Survivors of Sexual Abuse Programs will support the development and enhancement of partnerships between correctional agencies and community-based victim service providers with the goal of increasing access to outside support services for incarcerated survivors of sexual abuse.

The California Coalition Against Sexual Assault (CALCASA) will build and enhance partnerships between its member Rape Crisis Centers (RCCs) and immigration detention facilities in key locations. Building Refuge for Immigration Detainees through Governance and Engagements(BRIDGE) will build upon CALCASA's current work and partner with member RCCs, adult prisons, and juvenile facilities across the state to meet the critical needs of incarcerated victims survivors and support PREA compliance in all California Department of Corrections and Rehabilitation facilities. CALCASA and its member RCCs will facilitate and lead site visits to support: relationship building; MOU development; trainings and cross-trainings; customized technical assistance; the provision of critical services for detained sexual assault victims and survivors; and the development of policies, procedures, and practice to help ensure PREA compliance and prevent future sexual violence.
