Description

OVC seeks applications from state agencies to implement the Jabara-Heyer NO HATE Act State-Run Hate Crime Reporting Hotlines program; and seeks applications from technical assistance providers to support award recipients under this program.

Applicants are invited to apply under two program purpose areas.

Purpose Area 1: State-Run Hate Crime Reporting Hotlines

The hotlines funded under this program are intended to support victims who might be reluctant to report hate crimes to law enforcement.

OVC expects to make up to three awards of up to $1,165,000 each for a 36-month period of performance to begin on October 1, 2023.

Purpose Area 2: Training and Technical Assistance (TTA)

The successful applicant will develop and deliver training and technical assistance designed to assist OVC grantees and other stakeholders under this program to ensure successful implementation of state-run hate crimes hotlines.

OVC expects to make one award of up to $1 million for a 36-month period of performance to begin on October 1, 2023.

During a pre-application webinar on April 27, 2023, OVC staff reviewed solicitation requirements and conducted a question-and-answer session with interested potential applicants.
