CHRISTOPHER SCALLON: I think the toolkit provides a name to something that law enforcement agencies have always known but maybe not been able to adequately describe. This gives almost a label to a set of emotions or feelings or concerns or actions. And I think once you define something, once you provide that label, you can begin to start addressing it.
