The reported certified payout, for any given fiscal year, is the total amount of Victims of Crime Act (VOCA) funded victim compensation paid out to crime victim claimants during that fiscal year. The certified payout only references the amount of VOCA funded victim compensation that was paid out to the crime victim claimants, not the total amount that might have been paid out by the compensation program.
The compensation allocation figure indicates the VOCA Victim Compensation Formula Award. Each state victim compensation program has up to 4 years to spend the allocated amount. In most states, allocated VOCA funds from OVC may only account for a percentage of the money the state victim compensation program may actually spend that year on victim compensation claims to victims. In addition to VOCA funds, the state grantee could receive state allocations, fines, fees and restitution to supplement their program.
