OVC FY 17 Antiterrorism and Emergency Assistance Program (AEAP) for Crime Victim Compensation and Assistance

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that it overwhelms the affected jurisdiction's or program's ability to respond to the event. This is a restricted solicitation because the program is intended to respond to specific cases of terrorism and mass violence. Only after OVC has consulted with an eligible organization can an application be submitted.

OVC FY 17 Vision 21: Integrated Services for Victims Program: Increasing Access to Mental Health Services for Victims of Crime

OVC seeks to bridge the divide between crime victims, victim service providers, and mental health service providers so communities are able to create a seamless network of services to assist victims. OVC anticipates making awards under five purpose areas (PAs). PA 1 aids victim services providers properly identify crime victims who may be exhibiting signs of suicidality, refer them to mental health services, and support their access to such services.

Through this solicitation, OVC seeks to further cultivate a workforce focused on providing services to American Indian/Alaska Native victims in hard-to-staff positions and locations. By identifying and training prospective victim service professionals in the early stages of their post-secondary education and career, tribal and Bureau of Indian Affairs’ victim service programs will hopefully have an easier time filling victim service positions in remote Indian Country or Alaska Native locations.

In May 2013, OVC released the Vision 21: Transforming Victim Services Final Report. The Vision 21 initiative was the first comprehensive assessment of the field in nearly 15 years. This solicitation is intended to support the development and enhancement of partnerships between correction agencies and community based victim service providers with the goal of increasing access to outside support services for incarcerated survivors of sexual abuse. The purpose of this project is to create or expand a statewide telemedicine center for sexual assault medical forensic exams. The center will be staffed 24 hours a day, 7 days a week, with highly trained, experienced SANEs or SAFEs licensed to practice in the state. The ultimate goal of the project is to improve the care for sexual assault victims and the delivery of sexual assault forensic exams at the state level through the use of telemedicine technology.

OVC will award each eligible state victim compensation program an annual grant equal to 60 percent of what the state spent in state-funded benefits in the previous two years, other than amounts awarded for property damage. Funds under this program shall be used by the states and territories for awards of compensation benefits to crime victims, with the following exception: states may retain up to 5 percent of their total grant for administrative and training purposes. Under this solicitation, the Office for Victims of Crime (OVC) will award each eligible state victim assistance program an annual grant to support eligible crime victim assistance programs in that state or territory. Eligible crime victim assistance programs are those that are operated by a public agency or nonprofit organization, or a combination of such agencies or organizations or of both such agencies and organizations, and provide services to victims of crime, and that meet the other requirements set out in 42 U.S.C. § 10603 (b)(1).
