Funding Opportunity: Law Enforcement-Based Victim Services (LEV) Program


OVC and the International Association of Chiefs of Police (IACP) invite public law enforcement agencies—including state, local, campus, and Tribal agencies—to apply for the FY 2023 Law Enforcement-Based Victim Services (LEV) Program.

OVC and IACP have a long history of working closely to develop and implement victim-centered strategies and resources that equip law enforcement agencies to respond to the individualized needs of crime victims. The LEV program, which seeks to develop or enhance victim assistance programs in law enforcement agencies, is one such collaboration; it is funded by OVC and operated by IACP as the training and technical assistance provider.

Since the LEV Program began in 2018, OVC has awarded 72 law enforcement agencies to establish or enhance their law enforcement-based victim services programs.

With this iteration of the LEV Program, IACP will use a competitive process to select and fund (subaward) up to seven additional law enforcement agencies for a 24-month project period. The proposed programs should have a strong focus on assisting victims in high-crime areas and communities particularly affected by violence.

Priority consideration will be given to applicants who have not previously received funding under the OVC LEV Programs (including OVC FY 2018 Law Enforcement-Based Direct Victim Services Program, OVC FY 2019 Law Enforcement-Based Victim Specialist Program, OVC FY 2020 Law Enforcement-Based Victim Specialist Program) or the OVC Enhancing Law Enforcement Response to Victims Program.

Pre-Application Webinar

IACP will conduct one pre-application webinar on Wednesday, March 8, 2023, from 1:00–2:30 p.m., eastern time. Participation in the webinar is optional. IACP staff will review the solicitation requirements and conduct a question and answer session with interested potential applicants.
