The Antiterrorism and Emergency Assistance Program (AEAP) is one resource that the Office for Victims of Crime (OVC) uses to support jurisdictions and victims that have experienced incidents of terrorism or mass violence. Following the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma, Congress amended the 1984 Victims of Crime Act, authorizing OVC to establish an Antiterrorism Emergency Reserve (Emergency Reserve) using resources from the Crime Victims Fund (the Fund).

Closing Date

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of domestic terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that the jurisdiction cannot provide needed services to victims of the incident with existing resources and it places an undue financial hardship on the jurisdiction’s ability to respond to victims of other crimes in a timely and comprehensive manner.

This is not a competitive solicitation.

AEAP is designed to provide supplemental crime victim compensation and crime victim assistance following mass violence or domestic terrorism incidents. AEAP is a mechanism by which the Director of OVC may award supplemental crime victim compensation and crime victim assistance to respond to an act of terrorism or mass criminal violence. The criminal act must be of sufficient magnitude that it overwhelms the affected jurisdiction's or program's ability to respond to the event.

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that it overwhelms the affected jurisdiction's or program's ability to respond to the event. This is a restricted solicitation because the program is intended to respond to specific cases of terrorism and mass violence. Only after OVC has consulted with an eligible organization can an application be submitted.
