Office for Victims of Crime: Antiterrorism and Emergency Assistance Program (AEAP)

OVC manages AEAP, which offers five funding streams to provide timely relief to communities affected by domestic terrorism and criminal mass violence for immediate and ongoing victim assistance services in the form of grants. Qualifying applicants include state victim assistance and compensation programs, public agencies, federally recognized Indian tribal governments, and more.

International Terrorism Victim Expense Reimbursement Program (ITVERP)

If you believe that you or someone you know has been a victim of international terrorism, help may be available. ITVERP is a unique federal program that provides financial reimbursement for qualifying expenses to qualified U.S. citizens and U.S. government employees who suffered direct physical or emotional injury from an act of international terrorism while outside the United States.

September 11th Victim Compensation Fund

The Fund is a federally funded program that was established to compensate for physical harm or death caused by the September 11, 2001, terrorist attacks, or the debris removal efforts. World Trade Center Health Program

This program provides medical monitoring and treatment of World Trade Center-related health conditions for 9/11 responders and survivors.

U.S. Department of State: Services for Victims

The U.S. Department of State assists U.S. citizens who become victims of crime while abroad.

  • Overseas: consular officers, agents, and staff work with crime victims and help them with the local police and medical systems.
  • Domestically: the office of Overseas Citizens Services will stay in touch with family members in the U.S. and help provide U.S.-based resources for the victim when possible.

In addition to domestic disaster relief, the American Red Cross offers compassionate services in five other areas: support and comfort for military members and their families; the collection, processing and distribution of lifesaving blood and blood products; educational programs that promote health and safety; and international relief and development programs.
