Expired Funding Opportunities

This continuation funding, which will be offered via letters of invitation, will continue to support the 8 established competitive discretionary cooperative agreements awarded under the FY 14 Vision 21: Using Technology to Expand National and International Access to Victim Services solicitation. This program plan estimates funding through the final planned three years of the programs' activities, to be funded as one final continuation cooperative agreement for each award. This funding is by invitation only.

OVC will award up to $450,000 to one eligible applicant to provide training and technical assistance to award recipients under the FY 2016 Project Beacon: Increasing Services to American Indian and Alaska Native Victims of Sex Trafficking (Project Beacon) solicitation. The recipient of this award will provide ongoing education, training, support, and guidance to Project Beacon grantees in order to increase their capacity to provide direct services to American Indian and Alaska Native victims of sex trafficking in urban areas.

OVC will make one award of up to $5 million to expand the Enhancing Law Enforcement Response to Victims (ELERV) strategy by improving police response to domestic violence and sexual assault with a special emphasis on minority and lesbian, gay, bisexual, transgender, and queer (LGBTQ) communities.

OVC will make up to one award of up to $1,500,000 for a national training, technical assistance and network expansion effort that builds upon the existing National Identity Theft Victims Assistance Network (NITVAN) program. Under the Vision 21 NITVAN II solicitation, a national victim-serving organization will be awarded funding to expand the outreach and capacity of the existing ten, previously-funded, NITVAN coalitions with sub-award funding of up to $50,000 each to up to 20 new coalitions in years two and three of the three year program.

OVC will make one award of up to $1,500,000 to carry out a Vision 21 national-scope initiative including an assessment of cyberviolence training currently available to and training needs of judicial professionals, an assessment of the needs of victims of cyberviolence, and the development and dissemination of training and technical assistance to be published and delivered by the grantee and/or project partners. Applicants are urged to begin in advance of the June 7, 2016, deadline.

OVC will make one award of up to $475,000 for a qualified institution or organization to develop a comprehensive facilitator’s guide for individuals who are interested in starting a self-help support group for American Indian and Alaska Native survivors of homicide; develop and deliver a two-day training curriculum to train peers and mental health professionals on how to use the guide to start and sustain local self-help groups for the target population; and provide ongoing technical assistance to facilitators. Applicants are urged to begin in advance of the June 6, 2016, deadline.

The purpose of this project is to fund three MDT coordinators in three different jurisdictions, one of which is in a tribal jurisdiction, who will each form an MDT team (for a total of three MDT teams) to respond to and work with elder victims of crime. Although multidisciplinary teams (MDTs) have existed in the context of child abuse since the 1980s, the field of elder abuse has not begun using this approach as frequently as the child abuse field. MDTs led by an MDT coordinator could improve older victims' access to victim services and the criminal justice process.

Funding senior legal services programs in five states to provide legal assistance to older victims of crime. Due to the increased number of cases involving older adults, there is a new demand to provide legal assistance to these victims. Many older victims have questions about legal documents they receive in the mail, questions about potential fraud/exploitation committed by family members, caregivers, and even strangers, and/or incidents of abuse.

The Vision 21: Lining Systems of Care for Children and Youth program seeks to address the enduring issue of child and youth victimization by bringing together all of the relevant systems and professionals to establish a coordinated approach. The goal of this coordinated approached is to ensure that every child and youth who interfaces with these systems is assessed for victimization, provided timely and comprehensive services to fully address their needs, and that practices and polies are established to sustain this approach long term.

This solicitation will provide training and technical assistance resources to support state-level demonstration projects to address the enduring issue of child and youth victimization. Victimization, left unaddressed, can have serious, long-lasting consequences for children's physical and mental health. Research demonstrates that trauma left untreated may manifest into a range of physical, emotional, and behavioral problems.

The overarching goal of the Victim Services Language Access Fellowship Program is to develop a strategic initiative to ensure that OVC's products, programs, and services are accessible to all, especially the deaf, hard-of-hearing, and LEP communities. The Fellow will work closely with OVC and make recommendations on how the Office can both improve and integrate Language Access work.

The Supporting Male Survivors of Violence (SMSV) Initiative seeks to improve responses to male survivors of violence, particularly boys and men of color, and their families, and to dedicate technical assistance to support these efforts. This solicitation will be used to provide FY 16 funding to the SMSV technical assistance provider, the Healing Justice Alliance. The additional funding will ensure HJA has the resources necessary to support the 12 demonstration sites participating in this important initiative.

The OVC AI/AN victim assistance program assists communities with developing comprehensive, culturally appropriate victim-centered services, and includes funding to AI/AN communities through both the DOJ Coordinated Tribal Assistance Solicitation (CTAS): Children's Justice Act Partnerships for Indian Communities (CJA) Purpose Area 6 and the Comprehensive Tribal Victim Assistance (CTVA) Program Purpose Area 7, and the OVC Vision 21 Community Wellness Centers.

OVC will award two separate competitive 24-month cooperative agreements of up to $150,000 each to enhance the Victims of Crime Act (VOCA) Victim Assistance toolkit and Victim Compensation guidebook by using field-generated comments and suggestions to shape these two tools to reflect technological changes in the field since their creation and include new regulations, and performance and grant requirements. These tools are invaluable resources for new state VOCA administrators and managers.

OVC will make awards of up to $600,000 to enhance the quality and quantity of specialized services available to assist all victims of human trafficking, including services for underserved or unserved populations such as men and boys, American Indians and Alaska Natives (AI/AN), African-Americans, Asian-Americans, Latinos, Native Hawaiians, Pacific Islanders, or individuals who identify as straight, lesbian, gay, bisexual, transgender, queer, or questioning (LGBTQ).

Non-competitive supplemental funding the National Association of VOCA Assistance Administrators (NAVAA) for the logistical planning of the National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators scheduled for 2017.

OVC will make up to 10 awards of up to $750,000 to enhance the quality and quantity of services available to assist victims of all forms of human trafficking by enhancing interagency collaboration and the coordinated community response to victims of human trafficking, and through the provision of high-quality services that address the individual needs of trafficking victims.

The goal of OVC's Services, Support & Justice: A Strategy to Enhance Law Enforcement Response to Victims (ELERV) project is to evaluate the ELERV strategy. Additional FY 2016 funding will be awarded to the grantee so they may continue to provide intensive technical assistance to the three competitively selected law enforcement agencies currently implementing the strategy. Implementation of the ELERV strategy will be evaluated to determine its effectiveness in creating a cultural transformation within the participating law enforcement agencies in their response to victims.

The purpose of the Enhanced Collaborative Model to Combat Human Trafficking Program is to support the development and enhancement of multidisciplinary human trafficking task forces that implement collaborative approaches to combating all forms of human trafficking within the United States sex trafficking and labor trafficking of foreign nationals and U.S. citizens (of all sexes and ages).

The Antiterrorism and Emergency Assistance Program (AEAP) is a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to respond to an act of terrorism or mass criminal violence. The criminal act has to be of sufficient magnitude that it overwhelms the affected jurisdiction’s or program’s ability to respond to the event. This is a restricted solicitation because the program is intended to respond to specific cases of terrorism and mass violence. Only after OVC has consulted with an eligible organization can an application be submitted.

The Sexual Assault Forensic Medical Examination Telemedicine Center Pilot Project is a 3 year demonstration project that has created a National TeleNursing Center. It includes funding for four pilot sites (rural, tribal, military, and correctional) that will use the services of the National TeleNursing Center, necessary technology, staffing for the center itself, and a process evaluation. This FY15 continuation award will provide funding to continue and expand the Center’s operations.

Under the 2013 Crime Victim Compensation Program Initiative, OVC sought proposals to provide funding to develop promising practices, models, or programs designed to enhance access and innovation in the administration of crime victim compensation programs at the state level. OVC is currently providing funding to three crime victim compensation programs to develop or enhance innovative strategies to increase program responsiveness, efficiency, and accessibility for all crime victims throughout their states, especially underserved victims.
