Expired Funding Opportunities

OVC will make up to two awards of up to $500,000 each to state-level demonstration sites to develop a consistent, coordinated response to child and youth victims and their families and caregivers that addresses the presenting issues and full range of victim needs. The project will be conducted in two phases. This solicitation is for Phase 1 funding only. During the Phase 1 planning process, participating states will work with a network of stakeholders to review the existing policies and protocols of the partnering agencies to identify strengths and gaps in services.

OVC will make two awards of up to $250,000 each to enhance public awareness, outreach, and education by developing two distinct mobile applications (apps)—one with a national focus and another with a specific state, tribal, or local jurisdictional focus—to serve crime victims, their families, victim service providers, and allied professionals. These mobile apps will assist the target audience(s) by using technology to efficiently navigate the criminal justice system and to connect end users with victim-centered resources and services.

This competitive program will make up to 10 awards of $150,000 to $750,000 each to support projects that propose to use technology creatively to provide outreach and direct assistance to victims, particularly those who have never been served or for whom services are not readily available, nationally and/or internationally (for Americans abroad).

OVC will make awards ranging from $200,000 to $500,000 to organizations with a demonstrated history of providing either comprehensive or specialized services for victims of human trafficking within the United States. Funding also will support efforts to increase interagency collaboration and the coordinated community response to victims of human trafficking. OVC intends to dedicate a portion of the funding for specialized services for American Indian and/or Alaskan Native victims of human trafficking. Deadline: May 15, 2014.

This competitive solicitation will fund one fellowship of up to $140,000 to undertake activities on issues emanating from the findings and recommendations in the Vision 21: Transforming Victim Services Final Report. The Vision 21 Legal Assistance Fellow will work on a range of issues and efforts to build capacity for the provision of free legal assistance to victims of crime, and will support OVC’s work to develop evidence-based training, technical assistance, and models for programs and practices that build organizational and service provider capacity in this area.

One cooperative agreement of $1,250,000 will be awarded to support the examination, assessment, identification, and pilot testing of evidence-based policies, practices, procedures, and protocols designed to facilitate an understanding of and comprehensive approach to addressing vicarious (or secondary) traumatic stress in victim assistance professionals, law enforcement personnel, and other first responders who are subject to the impact of traumatic stress due to large-scale incidents of criminal mass violence or a series of exposures to an accumulation of traumatizing incidents.

Approximately seven cooperative agreements of up to $400,000 each will be awarded to provide timely, high-quality services to victims of human trafficking as defined by the Trafficking Victims Protection Act of 2000, as amended, and to enhance interagency collaboration and coordination in the provision of services to such victims. Funding will support either a comprehensive array of services for all trafficking victims, or specialized services for trafficking victims.

One cooperative agreement of $750,000 will be awarded to conduct a comprehensive assessment of victim service providers to ascertain their level of awareness and knowledge about the benefits of social science research and program evaluation for their work with victims of crime; paired with an assessment of researchers' interest in, and capacity for, translating their work for a practitioner audience. The results of this project will inform future plans to support improved communication and collaboration between researchers and practitioners.

This competitive solicitation will fund two Vision 21 Fellowships. The Legal Assistance Fellowship will be critical in assisting OVC with any implementation efforts related to support of comprehensive, holistic legal assistance for victims of crime. The Strategic Engagement Fellowship will support OVC's efforts across the framework created by Vision 21 to ensure the field has a deeper understanding and awareness of the key issues and a strategic path for engagement. Up to $135,000 is available for each fellowship, with no more than $95,000 to be allocated for salary.

Two first-year awards totaling $350,000 will be awarded to develop promising practices, models, or programs designed to enhance the administration of crime victim compensation programs at the state level; and to increase program responsiveness, efficiency, and accessibility for all crime victims throughout the state or territory, especially underserved victims. This is a 3-year project with award amounts in the first year ranging from $25,000-$250,000. Continuation awards for 2 additional years may be made, depending on grantee performance and funding availability.

This grant opportunity offers up to six first-year awards of $35,000 for the development of State Victim Assistance Academies (SVAA) that will provide comprehensive, academically based, fundamental education and training for victim assistance providers, victim advocates, criminal justice personnel, and allied professionals who routinely work with victims of crime. Applicants must demonstrate a commitment from the state Victims of Crime Act (VOCA) victim assistance and compensation program offices to help develop the Academy.

One cooperative agreement of $375,000 will be awarded to support the provision of financial and technical assistance to approximately 60 subgrant recipients of up to $5,000 each to conduct public education and awareness activities on crime victims' rights and services in their jurisdictions during 2014 National Crime Victims' Rights Week (NCVRW). This competitive program will award one cooperative agreement of $350,000 to a nonprofit organization, faith- or community-based organization, or public agency to produce a comprehensive kit that will serve as a resource for the victims' field to support efforts to heighten the public's awareness of crime victim issues during National Crime Victims' Rights Week (NCVRW) in April 2014 and throughout the year. Those applying are urged to begin the application process well in advance of the March 13, 2013 deadline.

One discretionary grant of $150,000 will be awarded to plan and implement the 2014 National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators, a 2 1/2-day conference that will provide training and technical assistance for approximately 250 VOCA administrators, staff, and board members; and facilitate a forum for the presentation of state issues and practices.

OVC will award up to six cooperative agreements of up to $250,000 each to national organizations to identify and address gaps in services to or awareness of victims who suffer from polyvictimization, and to propose to remedy those gaps through training and/or technical assistance. Also known as multiple victimization or multi-victimization, polyvictimization occurs when an individual experiences multiple kinds of victimization and requires a holistic response.

Two discretionary grants of $750,000 each will be awarded to enhance the capacity of the crime victims field to provide trauma-informed, culturally competent, comprehensive services and support to both adult and child crime victims who experience polyvictimization (also known as multiple victimization or multi-victimization). Applicants must propose to provide enhanced or improved services for these victims through implementation or continuation of a demonstration project developed from a promising practice, model, or program.

One fellowship of up to $135,000 will be awarded to an individual to work onsite in Washington, D.C., to develop or enhance training, technical assistance, public awareness, and capacity-building resources for trafficking victim service professionals, law enforcement, and allied professionals to support the expansion and effectiveness of services for victims of sex trafficking and labor trafficking within the United States (male and female; adult and minor; U.S. citizens, lawful permanent residents, and foreign nationals).

One cooperative agreement of up to $750,000 will be awarded to provide resources and coordination to increase the ability of American Indian and Alaska Native (AI/AN) tribal communities to provide comprehensive and culturally appropriate services to crime victims, their families, and the community.

One cooperative agreement of up to $250,000 will be awarded to identify, examine, and document the characteristics of existing programs that exhibit culturally responsive victim-centered restorative justice practices, with an emphasis on practices implemented in tribal communities and urban inner city communities, and practices involving youth.

One fellowship of up to $135,000 will be awarded to an individual to work onsite at OVC in Washington, D.C., to undertake activities related to financial fraud and abuse, with a specific focus on victims of elder financial exploitation and others whose abuse may be co-occurring with other types of victimization; and to assist OVC in meeting the larger field's need for evidence-based training, technical assistance, and other resources to support the expansion and effectiveness of services to underserved crime victims.

In response to concerns voiced by victim service providers, OVC will support a national initiative to assist the field in becoming more educated consumers of, and contributors to, research and evaluation that can lead to more effective and cost-efficient services for victims of crime. To achieve this goal, OVC will award one cooperative agreement of up to $250,000 for the first 12-month project period to develop and implement national-scope training and technical assistance that can be delivered through interactive online access.
