OVC FY 11 State Victim Assistance Academy Initiative (New)

This grant opportunity offers up to six first-year awards of $35,000 for the development of State Victim Assistance Academies (SVAA) that will provide comprehensive, academically based, fundamental education and training for victim assistance providers, victim advocates, criminal justice personal, and allied professionals who routinely work with victims of crime. Applicants must demonstrate a commitment from the state Victims of Crime Act (VOCA) victim assistance and compensation program offices to help develop the Academy.

One cooperative agreement of $655,000 will be awarded to a nongovernmental organization, college or university, or public agency to plan and implement the Mass Casualty and Violence at Home and Abroad—OVC Assisting Victims of Crime 2011 Conference. The conference will provide 2.5-3 days of state-of-the-art training with national experts presenting workshops and keynotes on multidisciplinary teams and victim-centered approaches to assisting victims of mass violence.

With the approaching 10-year anniversary of the 9/11 terrorist attacks, victims need a centralized resource to provide access to needed services, such as mental health counseling and support, and information on activities related to the commemoration of these tragic events. Through this program, one cooperative agreement of up to $1,500,000 will be awarded to improve services and assistance by providing supplemental support and information-sharing resources to the families, emergency responders, survivors, and other victims of 9/11.

One cooperative agreement of up to $325,000 will be awarded to update an existing OVC resource entitled Standards for Victim Assistance Programs and Providers. The enhancement of this resource will update the document for contemporary relevance and promote competence and ethical integrity of victim service providers and quality and consistency of services for crime victims and their families.

OVC FY 10 Identity Theft - Strengthening Partnerships and Building Identity Theft Victim Coalitions and Advocate Networks

One cooperative agreement of $650,000 will be awarded to a national nonprofit organization to establish collaborative regional, statewide, or community coalitions dedicated to improving the response (infrastructure, training, outreach tools, and direct victim assistance services) to victims of identity theft. The 3-year effort will include planning and outreach (year one); distribution of up to 9 competitive subawards to victim-serving coalitions and the provision of networking and training to those coalitions (year two); and evaluation and replication of program models (year three).

OVC FY 10 Enforcing Victims' Rights: Direct Representation Through Legal Clinics

This competitive program will award one cooperative agreement of $800,000 to support the efforts of one nonprofit organization or educational institution to provide legal counsel and support services for victims who are involved in state, federal, and tribal criminal court cases as authorized under the Crime Victims’ Rights Act. Such legal counsel and support services will be provided through multiple pro bono victim legal clinics that afford victims with direct representation in the enforcement of their statutory and constitutional rights in criminal court.
