The primary goal of this invitation to apply is to enhance the quality and quantity of services available to assist victims of all forms of human trafficking, as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended, by enhancing interagency collaboration and the coordinated community response to victims of human trafficking, and through the provision of high-quality services that address the individual needs of trafficking victims.

Each applicant was eligible to apply for between $600,000 and $900,000 with a combined level of federal funding for each task force not to exceed $1.5 million. In FY 2016, OVC made 22 grant awards to victim service organizations, and BJA made 22 awards to corresponding law enforcement partner agencies that demonstrated a history of providing services for victims of human trafficking.

The Vision 21: National Resource Centers on Research, Evaluation and Reaching Underserved Victims solicitation will provide funding to support training and technical assistance supports that improve our nation's responses to crime victims. This solicitation will provide continuation funding for two resource centers, the Center for Victim Research operated by the Justice Research and Statistics Association, and the Underserved Victims Resource Center operated by the Vera Institute of Justice.

The Enhancing Law Enforcement Response to Victims (ELERV) initiative follows a multifaceted approach involving a demonstration project, intensive technical assistance to support the participating sites, and an evaluation. The International Association of Chiefs of Police (IACP) will continue to provide intensive technical assistance to the three law enforcement agencies participating in the demonstration project as they implement the ELERV strategy.

This project is developing free, accessible, and customizable materials to support child and youth victims and witnesses and their caregivers as they navigate and experience the justice system. The materials will be child- and youth-centered; trauma-informed; and developmentally, culturally, and linguistically appropriate. Through additional funding, this project will expand to meet the needs identified in a national-scope needs assessment.

The Vision 21: Linking Systems of Care for Children and Youth program seeks to address the enduring issue of child and youth victimization by bringing together all of the relevant systems and professionals to establish a seamless coordinated approach.

The purpose of this program is to recommend six invited applications for third and final year continuation funding under the Office for Victims of Crime Fiscal Year 2018 Fellowship Program. The invitation for continuation funding is being made available only to the following: Erin Albright (Purpose Area - Human Trafficking Task Forces) 2016-VF-GX-K014 up to $150,000. The primary goal of the cooperative agreement(s) awarded under the FY 2018 Tribal Set-Aside Training and Technical Assistance Program solicitation is to provide resources and training and technical assistance to Indian tribes and tribal consortia that receive grant funds from OVC through the FY18 Tribal Victim Services Set-Aside Program, to enhance their response to victims of crime, their families, and the community.

Many victims of crime, particularly those from limited English proficient, Deaf, and hard-of-hearing communities, may experience barriers that prevent them from accessing critical services. This program will enhance language access and direct services in affected communities and enhance the work of community-based organizations and programs working to help victims report crimes and access services they need to heal in the aftermath of crime victimization.

This project has two stages outlined as follows. Stage 1: Develop a program strategy and plan to directly support up to 15 project sites across the country to develop customized approaches to addressing vicarious trauma response plans that are uniquely tailored to each project site’s victim response efforts/teams.

The Vision 21 Tribal Victim Services Resource Mapping Project aims to increase access to services for AI/AN victims of crime by cataloguing existing comprehensive services for AI/AN victims.

OVC seeks applications which focus on elder financial exploitation through innovative collaborations between the financial industry and others to better detect and respond to victims. These efforts should build the capacity of victim service providers and financial industry representatives to enhance fraud detection and provide trauma-informed, age-appropriate services and resources for victims.

The individual awarded funding under this fellowship will enhance the efforts of OVC and the Bureau of Justice Statistics (BJS) to meet the crime victim services field’s need to improve the integration of statistical data and findings into the victim services practice. The successful candidate must demonstrate substantial knowledge of data and research related to victimization and victim services, and have the skills to communicate orally and in writing with a broad audience of stakeholders. Preference will be given to applicants with a background in statistics or survey methodology.

Under Category 1 of this solicitation, OVC seeks applications from state or tribal jurisdictions to identify the state or tribe’s greatest barriers to identifying and assisting child and youth victims of sex and labor trafficking and/or to investigating and prosecuting these cases, and to develop a statewide or tribal jurisdictionwide strategy to address these challenges.

OVC seeks applications to develop or enhance promising practices, models, and programs, or apply them in innovative ways, to build the capacity of victim service providers to assist victims of human trafficking in two purpose areas. Funding under Purpose Area 1 will support the identification of promising practices and the delivery of evidence-based, trauma-informed clinical, mental health, and substance abuse services within a system of care, as clinically necessary, for victims of human trafficking.

OVC and the Bureau of Justice Assistance (BJA) will make awards to support law enforcement and victim service provider efforts within human trafficking task forces under the following purpose areas (PAs). PA 1: Funding is intended to help task forces with critical first steps related to starting up a multidisciplinary task force. PA 2: Eligible applicants are task forces that were funded in FY15 under PA 1 of the Enhanced Collaborative Model Task Force Program. The FY18 PA 2 supports continued activities and planning for task force sustainability.

This solicitation will fund one organization to provide comprehensive training and technical assistance (TTA) to support state-level demonstration projects funded under OVC’s Linking Systems of Care for Children and Youth (LSC) Demonstration Initiative. The LSC approach seeks to ensure every child entering various systems is assessed for victimization; that children and their families are provided comprehensive and coordinated services to fully address their needs; and that practices and policies are established to sustain this approach long term.

OVC seeks ambitious yet viable proposals from Victims of Crime Act (VOCA) Formula State Administrating Agencies (SAAs) or outside organizations who partner with existing SAAs to implement visionary statewide technology programs to enhance victims’ access to services, foster innovation and efficiency in the provision of services, improve the quality of services, and improve the accessibility and responsiveness of victim service organizations. OVC expects to make an unspecified number of awards of up to $750,000 with an estimated total amount awarded of up to $7 million.

In an effort to expand the use of hospitals and other medical facilities as an entry point to increase support for victims of crime, improve their outcomes, and prevent chances for repeat victimization, this solicitation will fund up to eight demonstration sites to implement or expand hospital-based/affiliated programs to support crime victims using evidence-based models and practices with victim-centered approaches (Purpose Area 1).

OVC is seeking applications in two purpose areas. Purpose Area 1 (PA 1) supports direct victim assistance service grants to state, tribal, and local law enforcement in small, mid-sized, and large jurisdictions, to hire victim service staff to develop new, or enhance existing, law enforcement-based victim service programs and partnerships in high-crime areas to improve rights and services for victims. Purpose Area 2 (PA 2) will support a technical assistance program to help build the capacity of the PA 1 sites to better serve all victims of crime.

This initiative is intended to expand on federal, state, local, and tribal efforts to enforce crime victims’ rights. One managing training and technical assistance (TTA) provider will be selected under this initiative, which, in turn, will competitively select up to six subgrantee clinics. OVC expects to make one award totaling $6.9 million to the managing TTA provider for a 3-year award period, beginning on October 1, 2018.

This program will provide project funding to eligible nonprofit organizations that propose to develop, use, and strategize the use of technology in innovative ways to interact directly with crime victims and provide information, referral, crisis assistance, and longer term help. Through this solicitation, OVC seeks to support organizations which demonstrate innovative strategies to create, expand, or enhance the use of technology initiatives on a national or nationally replicable scale to improve response, services, and access for victims of crime.

Successful applicants for this solicitation will provide specialized training and technical assistance to service providers and court personnel in one of three purpose areas (PAs): PA 1: comprehensive legal services, PA 2: trauma-informed responses and services, and PA 3: increased identification, referrals, and assistance of human trafficking in court settings. OVC expects to make up to three awards (one per purpose area) of up to $900,000 each, with an estimated total amount awarded of up to $2.7 million.
