OJP FY 2020 Enhanced Collaborative Model Task Force to Combat Human Trafficking

OVC is seeking applications for states or tribes to develop, enhance, and coordinate programs and activities geared toward improving outcomes for child and youth victims of sex and labor trafficking. The overall goal of the program is to improve responses for child and youth victims of trafficking with a focus on coordination at the statewide or tribal jurisdiction level to create effective change across systems. The purpose of this program is to develop, expand, or strengthen victim service programs for victims of human trafficking. Apply under the following three purpose areas (PAs). PA 1: up to 10 awards of up to $350,000 each will be made to support organizations that have limited or no prior experience in serving victims of human trafficking. This program will support one fellow at OVC housed within the State Compensation and Assistance Division (SCAD). The individual awarded funding under this program will enhance the efforts of OVC to meet the needs of the crime victim services field by advising OVC on the development and oversight of programs for crime victims, specifically the VOCA Victim Compensation Program. The SCAD Fellow will work with Compensation Administrators to identify what OVC can do to better support states in the administration of state victim compensation programs.

The purpose of this solicitation is to select a set of coordinated training and technical assistance providers to deliver a wide range of TTA services to local, state, and tribal jurisdictions, service providers receiving funding under the Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking Program, and others as identified by OJP. TTA providers funded under this solicitation are expected to work in collaboration with other OJP funded TTA programs that offer a range of services to support both crime victims and victim service providers.

The selected applicant will work with victim service providers assisting trafficking victims, with priority support given to OVC human trafficking grantees, to identify challenges and opportunities to better meet the full range of housing needs of survivors of human trafficking. The selected applicant must be able to assist service providers on a national scale in leveraging existing federal, state, local, and private housing programs and initiatives that trafficking survivors may qualify for, and should demonstrate partnerships with relevant housing stakeholders.

This solicitation complements and builds on OVC’s prior tribal victim services set-aside discretionary funding program to improve services for victims of crime in tribal communities. Interested tribal applicants will be required to submit a pre-application with eligibility information, and a full application if OVC notifies them they are eligible to apply for a specified award amount. The goal of this program is to deliver programming to address and help stop the practice of female genital mutilation and cutting (FGM) under two purpose areas (PAs). PA 1: a training and technical assistance provider will educate law enforcement, public health professionals, educators, and other professionals on detecting at-risk girls and provide support to the project sites. This cooperative agreement, authorized by 34 U.S.C. § 20103(c)(1)(A), will enable The National Alliance for Drug Endangered Children (National DEC) and their project partners to develop an innovative technology application (a mobile phone app) to improve access to information and services for drug endangered children in four diverse communities that can be replicated nationally. The app will include information about the impacts of drug abuse on children, and links to national and local services that address their trauma.

The program will support the following types of housing assistance for victims of all forms of human trafficking: (1) transitional housing, including funding for the operating expenses of a newly developed or existing transitional housing program; (2) short-term housing assistance, including rental or utilities payment assistance and assistance with related expenses. AEAP is designed to provide supplemental crime victim compensation and crime victim assistance following mass violence or domestic terrorism incidents. AEAP is a mechanism by which the Director of OVC may award supplemental crime victim compensation and crime victim assistance to respond to an act of terrorism or mass criminal violence. The criminal act must be of sufficient magnitude that it overwhelms the affected jurisdiction's or program's ability to respond to the event.
