This program will develop a workforce of direct victim service providers to American Indian and Alaska Native victims in hard-to-staff positions and locations. By identifying and training prospective victim service professionals in, or from, the communities to be served, tribal and Bureau of Indian Affairs’ victim service programs will be better able to fill direct victim service positions in remote Indian Country and Alaska Native locations, and in turn ensure that victims in these locations get the services they need.

The Department of Justice has a cooperative agreement with the National Center for Missing and Exploited Children (NCMEC) to track children kidnapped by their non-custodial parent and taken across international borders and to assist the left-behind parents obtain lawful custody under the Hague Convention on the Civil Aspects of Child Abduction. To assist in this effort, OVC provides funding to NCMEC to assist left-behind parents with inadequate resources in traveling abroad to participate in Hague hearings and/or accompany their children back to the United States.

This program will support one fellow at OVC housed within the State Compensation and Assistance Division (SCAD). The individual awarded funding under this program will enhance the efforts of OVC to meet the needs of the crime victim services field by advising OVC on the development and oversight of programs for crime victims, specifically the VOCA Victim Compensation Program. The SCAD Fellow will work with Compensation Administrators to identify what OVC can do to better support states in the administration of state victim compensation programs.

The purpose of this solicitation is to select a set of coordinated training and technical assistance providers to deliver a wide range of TTA services to local, state, and tribal jurisdictions, service providers receiving funding under the Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking Program, and others as identified by OJP. This solicitation complements and builds on OVC’s prior tribal victim services set-aside discretionary funding program to improve services for victims of crime in tribal communities. Interested tribal applicants will be required to submit a pre-application with eligibility information, and a full application if OVC notifies them they are eligible to apply for a specified award amount. The goal of this program is to deliver programming to address and help stop the practice of female genital mutilation and cutting (FGM) under two purpose areas (PAs). PA 1: a training and technical assistance provider will educate law enforcement, public health professionals, educators, and other professionals on detecting at-risk girls and provide support to the project sites. PA 2: project sites will develop services to deliver to victims of FGM and work to increase education, detection, and local partner engagement to address and help stop victimization through FGM.

This cooperative agreement, authorized by 34 U.S.C. § 20103(c)(1)(A), will enable The National Alliance for Drug Endangered Children (National DEC) and their project partners to develop an innovative technology application (a mobile phone app) to improve access to information and services for drug endangered children in four diverse communities that can be replicated nationally. The app will include information about the impacts of drug abuse on children, and links to national and local services that address their trauma.
