Transforming Victim Services Discretionary Grantee Performance Measures

Discretionary grants from OVC are used to fund national-scope projects and training and technical assistance to enhance the expertise of victim service providers. Such grants are awarded to states, local units of government, Tribal communities, individuals, educational institutions, and private nonprofit organizations.

These funds implement promising practices, models, and programs, and are used to address gaps in training and technical assistance for the victim services field.

States, local units of government, Tribal communities, individuals, educational institutions, and private nonprofit organizations report on activities related to—

  • training;
  • technical assistance;
  • technology development;
  • data gathering and research;
  • establishing or maintaining partnerships;
  • ongoing strategic planning; and
  • direct services to crime victims: including the number of victims served, victim demographics, types of victimization, and services provided.

Most Transforming Victim Services (TVS) grantees report on standard performance measures. A few grantees report performance measures using alternative data collection tools.
