Transforming Victim Services Discretionary Grantee Performance Measures

Discretionary grants from OVC are used to fund national-scope projects and training and technical assistance to enhance the expertise of victim service providers. Such grants are awarded to states, local units of government, Tribal communities, individuals, educational institutions, and private nonprofit organizations.

These funds implement promising practices, models, and programs, and are used to address gaps in training and technical assistance for the victim services field.

States, local units of government, Tribal communities, individuals, educational institutions, and private nonprofit organizations report on activities related to—

  • training;
  • technical assistance;
  • technology development;
  • data gathering and research;
  • establishing or maintaining partnerships;
  • ongoing strategic planning; and
  • direct services to crime victims: including the number of victims served, victim demographics, types of victimization, and services provided.

This recorded webinar helps Office for Victims of Crime grantees develop a common understanding of how collecting performance measure data informs the semiannual narrative report; provides information on the narrative questions and explores each question and what responses should entail; and highlights how a clear and concise semiannual narrative report can tell the story of the qualitative data.

Most Transforming Victim Services (TVS) grantees report on standard performance measures. A few grantees report performance measures using alternative data collection tools. Grantees that meet this exception will be informed by federal staff after receiving their award. Find information below on what to report and how to report.

Developing Future Victim Specialists for American Indian/Alaska Native Victims of Crime Performance Measures Questionnaire

Recipients of AEAP funds are required to complete semiannual progress reports, which have two components: performance measure questionnaire and narrative questions.

  1. AEAP Performance Measure Fillable PDF: This document contains performance measure questions for AEAP and ONLY AEAP measures. This document is fillable and must be submitted to JustGrants along with a Word document of the semiannual narrative questions.
     
  2. AEAP Semiannual Narrative Instructions: This document guide recipients of AEAP funds on how to complete required semiannual narrative questions. Use these instructions to create a word document which is submitted to JustGrants along with the fillable PDF of the performance measures.

Performance Measurement Tool: Enhancing Community-Driven Responses to the Opioid Crisis Grantee User Training
This OVC webinar provides guidance for reporting on the required performance measures for this grant program. This OVC webinar provides guidance for reporting on the required performance measures for Tribal Victim Services Set-Aside Program grantees. Members of OVC’s performance management team provide an overview of performance reporting requirements, processes for accessing the Performance Measurement Tool system, entering quarterly performance measures, generating the semiannual PDF report, completing semiannual MMIP measures and submitting semiannual performance reports in JustGrants, along with additional resources.

TVSSA Performance Measures Fillable PDF
This document lists all the PMT quarterly performance measures for OVC’s TVSSA grant programs. This version is a fillable PDF that grantees can use to collect quarterly performance measure data.

Performance Measures: Tribal Victim Services Set-Aside Grant Program MMIP Questionnaire
In addition to the quarterly performance reports and semiannual narrative questions completed in the PMT, recipients of the TVSSA grant program are required to report on the supplemental Missing or Murdered Indigenous Persons (MMIP) performance measures. The supplemental performance measures are completed directly in JustGrants every January and July, when the semiannual reports are uploaded into JustGrants.

This document only contains the supplemental performance measures to be collected on a semiannual basis. As a reminder, these measures are not the quarterly performance measures or the semiannual narrative questions.

In addition to the quarterly performance reports and semiannual narrative questions completed in the PMT, recipients of the Emergency and Transitional Pet Shelter and Housing Assistance grant program are required to complete supplemental performance measures during each semiannual reporting period. The supplemental performance measures are completed directly in JustGrants every January and July, when the semiannual reports are uploaded into JustGrants.
