Tribal Victim Services Set-Aside

Overview

Congress annually authorizes set-aside funds from the Crime Victims Fund for a Tribal Victim Services Set-Aside (TVSSA) program which provide support to Tribal communities to enhance services for victims of crime, consistent with the requirements of the Victims of Crime Act. The Office for Victims of Crime (OVC) is charged by Congress with administering the Crime Victims Fund.

OVC’s TVSSA formula grant program supports American Indian and Alaska Native communities as they walk in healing with survivors and victims of crime.

Submit Your OVC FY25 Tribal Victim Services Set-Aside Formula Grant Program Population Certification Form

OVC’s Tribal Victim Services Set-Aside (TVSSA) formula grant program is dedicated to supporting the vital work of American Indian and Alaska Native Tribes in meeting the needs of crime victims.

OVC strongly encourages federally recognized Tribes to submit a Population Certification Form to signal their intent to apply for the noncompetitive FY25 TVSSA formula grant program funding opportunity. Tribes also have the option to designate another organization to apply on their behalf, or to seek TVSSA funding as part of a Tribal consortium.

OVC will use the Population Certification Form submissions to determine each applicant’s eligibility to receive Set-Aside funding. OVC will also apply a population-based administrative formula to calculate the maximum award amounts for each applicant.

FY 25 TVSSA Population Certification Webinar

Submitting a Population Certification Form is the first of two steps in the process of applying for TVSSA funds. The OVC Tribal Division hosted a webinar on how to submit a Population Certification Form for the FY25 TVSSA program. During the webinar, OVC reviewed the data required to complete the Population Certification Form, walked participants through the submission process, and answered questions from participants. 

The webinar was held on November 12, 2024, and a recording will be posted to this webpage as soon as it is available.

Please note: All FY25 TVSSA applicants must submit their data in the online form.

Deadline: Submit a population certification by 11:59 p.m. Alaska time on January 17, 2025.

Register for an In-Person Listening Session on the TVSSA Program

OVC will host an in-person listening session on the Tribal Victim Services Set-Aside (TVSSA) Program on December 10, 2024, from 10:00 to 11:30 a.m. pacific time. This session will give TVSSA Program grantees and Tribal leaders a chance to share their thoughts, ideas, and recommendations about how OVC can improve the TVSSA Program.

OVC will use the insights and feedback from participants to develop TVSSA Program policies, inform options for streamlining the application process, and address grantee concerns.

TVSSA Program grantees and Tribal leaders must register by December 6, 2024.

OVC Tribal Consultation on FY 2025 Tribal Set-Aside Funding

OVC hosted a virtual Tribal Consultation on the Tribal Set-Aside from the Crime Victims Fund for Fiscal Year 2025 on October 23–24, 2024. The purpose of the consultation was to solicit recommendations about OVC’s administration of the Tribal Victim Services Set-Aside. 

OVC is still accepting written testimony until November 25, 2024. OVC invites Consultation written testimony from:

  • an elected Tribal leader,
  • an appointed Tribal leader, or
  • someone designated by an elected or appointed Tribal leader (designation must be provided in writing).

An informational Framing Paper on the FY 2025 Tribal Set-Aside and FY 2024 Tribal Set-Aside annual report provide relevant background and questions for participants at the consultation to consider.

Allowable Activities

Funding under the OVC FY24 TVSSA Formula Program can be used to support activities such as—

  • direct services to victims of crime.
  • needs assessment and strategic planning.
  • victim service program development and implementation.
  • victim service program expansion.
  • community outreach and education about crime victimization and available services.
  • or procuring tangible items related to victim services.
  • support for Missing or Murdered Indigenous Persons (see below for additional information).
  • other activities needed to address the individualized needs of victims of any type of crime in Tribal communities.

Support for Missing or Murdered Indigenous Persons

Funding under the OVC FY24 TVSSA Formula Program can be used to help Missing or Murdered Indigenous Persons (MMIP). Some examples include:

  • providing services to the family members of MMIP victims;
  • generating awareness of MMIP among community members in general as well as individual MMIP cases, and
  • collaborating with Tribal, federal, and state and local officials to respond to MMIP cases.

All applicants proposing to use TVSSA funds for renovation or construction activities must complete and upload the separate TVSSA Construction and Renovation Efforts Questionnaire in addition to the written program narrative or checklist.

Assistance spans the life cycle of an award – from application preparation to award acceptance, and throughout the financial implementation, management, and reporting about the award outcomes.

TFMC Financial and Technical Assistance (TA) Specialists are available to support budget development and provide TA to FY24 TVSSA applicants.

Population Certification Form for the OVC FY 2024 Tribal Victim Services Set-Aside Formula Grant Program

OVC’s Tribal Victim Services Set-Aside (TVSSA) formula grant program is dedicated to supporting the vital work of American Indian and Alaska Native Tribes in meeting the needs of crime victims.

The deadline for Federally recognized Tribes to submit their Population Certification form to signal their intent to apply for the noncompetitive FY 2024 TVSSA formula grant program funding opportunity has passed. OVC cannot accept Population Certifications after the submission deadline.

All applicants will receive an email confirming receipt of their population certification form.

Population certifications will be used to determine formula award amounts for each applicant. Applicants will be invited to submit a full application under a subsequent solicitation to be released later in 2024.

OVC Virtual Tribal Consultation on the FY 2024 Tribal Set-Aside

OVC hosted a Tribal Consultation on the Tribal Set-Aside from the Crime Victims Fund for Fiscal Year 2024 on January 17-18, 2024. Recordings of both sessions are provided below this announcement.

OVC is seeking population certifications from eligible applicants to signal their intent to apply for the noncompetitive FY 2023 TVSSA Formula Grant Program funding opportunity.

Population certifications will be used to determine formula award amounts for each applicant. Applicants will then be invited to submit a full application under a subsequent solicitation to be released later in 2023.

This session, held on Thursday, May 19, 2022, provided an overview of the Excel Budget Detail Worksheet and identified tools and resources to assist applicants with creating a strong budget and budget narrative.

In conjunction with the Pre-Application Webinar Series, OVC also hosted a session on Wednesday, May 4, 2022, on how TVSSA funding can be used to support the family members of victims of Missing and Murdered Indigenous People (MMIP) and generate awareness about their cases.

Presenters described how TVSSA funds can be used to support multidisciplinary, inter-jurisdictional collaboration in cases involving MMIP and explained the process for obtaining prior approval from OVC to add MMIP activities to your current TVSSA award.

The Tribal Financial Management Center (TFMC) provides culturally humble, trauma-informed, victim-centered financial management training and technical assistance to American Indian and Alaska Native grantees as they manage their Tribal Victim Service Set-Aside Awards (TVSSA). Assistance spans the life cycle of an award – from application preparation to award acceptance, and throughout the financial implementation, management, and reporting about the award outcomes.

TFMC Financial and Technical Assistance (TA) Specialists are available to support budget development and provide TA to FY 2022 TVSSA applicants.

Submit your Population Certification for the OVC FY 2022 Tribal Victim Services Set-Aside Formula Grant Program

OVC is seeking population certifications from eligible applicants to signal their intent to participate in the noncompetitive FY 2022 Tribal Victim Services Set-Aside Formula Grant Program. If your Tribe intends to participate, you must submit a population certification by 11:59 p.m. Alaska time on Tuesday, February 15, 2022.

Population certifications will be used to determine formula award amounts for each applicant. Those applicants will then be invited to submit a full application under a subsequent solicitation to be released later in 2022.

Tribal applicants whose OVC FY 2021 Tribal Victim Services Set-Aside (TVSSA) Formula Program population certification was accepted have been notified via an email to the applicant primary points of contact and authorized representatives.

Applicants should refer to the OVC FY 2021 TVSSA Formula Program solicitation for instructions on how to submit their application.

On Tuesday, October 12, 2021, OVC posted a new Fiscal Year 2021 TVSSA formula allocation table. The formula allocation updates were made because some Tribes that planned to participate in the FY 2021 TVSSA formula program did not submit an application. After consulting with Tribal Leaders and designees on Thursday, July 29, 2021, to discuss how these unclaimed funds should be distributed, OVC opted to distribute the unclaimed TVSSA formula funds across the Tribes who submitted applications. Funds were distributed using a population-based formula, as suggested by the Consultation participants who offered oral or written testimony.

Allowable Activities

Funding under the OVC FY 2021 TVSSA Formula Program can be used to support activities such as:

  • a community needs assessment;
  • strategic planning;
  • victim service program development and implementation;
  • victim service program expansion;
  • community outreach and education;
  • purchasing or procuring tangible items related to victim services; and
  • other activities needed to address the needs of a wide variety of crime victims in Tribal communities.

July 2021 Consultation with Tribes

On Thursday, July 29, 2021, OVC invited Tribal leaders and authorized Tribal leader designees to participate in a consultation on how OVC should expend Fiscal Year 2021 Tribal Victim Service Set-Aside funds remaining after participating Tribes claim the formula funds allocated to them.

This consultation was held because it was apparent that Tribes will not claim all the formula funds allocated to them. Thus, OVC wants to consult with Tribes about how to use the remaining funds.

Tribal applicants whose OVC FY 2020 Tribal Victim Services Set-Aside Formula Program pre-application was accepted have been notified via email to the applicant primary points of contact and authorized representatives. This solicitation complements and builds on OVC's prior Tribal victim services set-aside discretionary funding program created in federal Fiscal Year 2018 to improve services for victims of crime in Tribal communities.

Formula Allocations
Upon receipt of all pre-applications, OVC allocated approximately 68 percent of the total Tribal victim services set-aside funds available to provide a base amount of $400,000 to each Tribe. The remaining funds were distributed across eight population tiers and added to the base amount of each applicant. For more information, see page 7 of the solicitation. In February 2019, Congress authorized a Tribal set-aside of $167.65 million to provide grants to improve services for victims of crime in Tribal communities, consistent with the requirements of the Victims of Crime Act. The FY 2019 Consolidated Tribal Assistance Solicitation (CTAS) solicitation (Purpose Area 7, the Tribal Victim Services Program), which closed in March, was one way for Tribes to access this funding.

August 2019 Consultation with Tribes

OVC invited Tribal leaders and representatives to participate in a Tribal Consultation regarding how potential future Tribal set-aside funding from the federal Crime Victims Fund should be programmed.

The session was held on August 20, 2019, at the Four Winds Casino Resort in New Buffalo, Michigan, in conjunction with the Office on Violence Against Women's 14th Annual Tribal Consultation.

Apply for the FY 2019 Tribal Victim Services Set-Aside Program

The overall goal of this program is to provide support to Tribal communities to improve services for victims of crime.

OVC is soliciting applications to support a comprehensive range of activities including—

  • needs assessment,
  • strategic planning,
  • program development and implementation,
  • program expansion, and
  • other activities needed to address the needs of a wide variety of crime victims in Tribal communities.

Purpose Area 1: Establishment of a New Victim Service Program
Applicants that have no existing victim services program, including applicants that do not have programs and are going to coordinate with others to provide services to them.

Purpose Area 2: Coordination and Expansion of Existing Victim Service Program
The goal under this purpose area is for existing victim service programs to expand and enhance their services so that they can become more victim-centered, culturally competent, and provide more services, better services, serve more victims, and provide services to crime victims for whom there were no services available previously.

Please note: FY 2019 Coordinated Tribal Assistance Solicitation (CTAS) Purpose Area #6 and Purpose Area #7 applicants ARE eligible to apply under this solicitation. However, the applicant may not request duplicative activities and budget items.

FY 2019 Field-Generated Solutions for Tribal & Non-Tribal Communities to Improve Services for Victims of Crime

OVC seeks applicants for the FY 2019 Field-Generated Solutions for Tribal & Non-Tribal Communities to Improve Services for Victims of Crime solicitation.

The overarching goal of this program is to support victims of crime and to bridge gaps in services to victims. Eligible applicants may apply for one or more of the purpose areas identified below:

  • Purpose Area 1: Innovative Programs to Fill Gaps in Tribal Crime Victim Services
  • Purpose Area 2: Innovations in Telehealth
  • Purpose Area 3: Improving Responses to Victims of Burglary
  • Purpose Area 4: Improving the Ordering and Collecting of Restitution for Victims
  • Purpose Area 5: Other Innovative Programs to Fill Gaps in Crime Victim Services

Of particular interest to the Tribal community is Purpose Area 1: Innovative Programs to Fill Gaps in Tribal Crime Victim Services. This funding is intended to create broader programs that have the potential to impact victim services for many Tribes (beyond even what a consortium might propose).

Proposals must focus on Tribal victim services and may include, but are not limited to—

  • unique specialized training and technical assistance proposals,
  • civil legal assistance for victims,
  • outreach initiatives that could transform victim services for remote Tribes, and/or
  • other innovative and expansive proposals.

Activities that are centered on crime prevention, investigation, prosecution, offender services or corrections are not allowable.

To request funding to establish or enhance a local victim assistance program for a Tribe, applying through the new stand-alone Tribal Victim Services Set-Aside solicitation is best.

FY 2019 Coordinated Tribal Assistance Solicitation (CTAS): Purpose Area 7

CTAS provides comprehensive funding to federally recognized Tribes, Tribal consortia, and Tribal designees to develop a comprehensive and coordinated approach to public safety and victimization.

The Tribal Victim Services Program (Purpose Area #7) provides funding to support a coordinated, collaborative, multidisciplinary, victim-centered response to crime that emphasizes adopting a trauma-informed approach to the delivery of crime victim services. Funding supports a range of activities including needs assessments, strategic planning, program development and implementation, program expansion, and other activities to address the victim service needs of Tribes.

The Commerce, Justice, Science, and Related Agencies Appropriations Act, 2018, (P.L. 115-141) for the U.S. Department of Justice (Department) created a 3 percent set-aside in the Crime Victims Fund (CVF) receipts allocated to OVC. OVC is responsible for administering grant award programs that are supported by the CVF, including the FY 2018 Tribal Set-Aside.

May 2019 Consultation with Tribes

OVC invited Alaska Tribal leaders and representatives to participate in the Tribal Consultation on Potential Future Tribal Set-Aside Funding. This event was held on May 1, 2019 during the 36th Annual Tribal Courts Conference.

December 2018 Consultation with Tribes

OVC invited Tribal leaders and representatives to participate in a Tribal Listening Session on Potential Future Tribal Set-Aside Funding regarding how potential future Tribal set-aside funding from the CVF should be administered.

The session was held on December 4, 2018, on the reservation of the Agua Caliente Band of Cahuilla Indians, California and in conjunction with the 16th National Indian Nations Conference: Justice for Victims of Crime (December 5–7, 2018).

Additionally, prior to the release of the Fiscal Year 2018 Tribal set-aside solicitation, the U.S. Department of Justice held a series of telephone calls with Tribal leaders and representatives on June 12, 2018, and June 14, 2018, to discuss the administration of the Fiscal Year 2018 Tribal set-aside.

Funding Opportunity: FY 2018 Tribal Victim Services Set-Aside Program

Under the FY 2018 Tribal Victim Services Set-Aside Program solicitation, OVC will award eligible Tribes, Tribal consortia, and Tribal designees grants to support a wide-range of services for victims of crime.

In developing the scope of activities allowable with this funding, OVC took into account input from Tribal leaders and other stakeholders regarding needs for victim services in Tribal communities.

Up to $110 million is designated for the Tribal Victim Services Set-Aside Program to support Tribes to improve victim services.

This solicitation has a streamlined, two-phase application process for this unique program.

OVC conducted an optional, pre-application Phase 1 webinar on June 28, 2018. During the webinar, OVC staff reviewed the solicitation requirements and conducted a question and answer session with interested potential applicants.

The solicitation was open through August 6, 2018.


FY 2018 Tribal Set-Aside Training and Technical Assistance Program

The primary goal of the cooperative agreement(s) awarded under the FY 2018 Tribal Set-Aside Training and Technical Assistance Program solicitation is to provide resources and training and technical assistance to Indian Tribes, their designees, and Tribal consortia that receive grant funds from OVC through the FY 2018 Tribal Victim Services Set-Aside Program, to enhance their response to victims of crime, their families, and the community.

OVC estimates that it will make up to two awards, of up to $1.325 million each, for an estimated total of $2.65 million, for a 3-year period of performance, beginning on October 1, 2018. OVC anticipates funding organization(s) with experience providing expertise on American Indian/Alaska Native (AI/AN) victim issues and support and training and technical assistance to AI/AN communities.

The solicitation was open through July 18, 2018.
